Program Assistant in TVET Development Partnerships and Renewable Energies

Viet Nam has experienced socio-economic growth over the past decades and aims to further transform its economic structure towards modernisation, industrialisation, and sustainable development, with the goal of becoming an upper-middle-income country by 2030 and a high-income developed country by 2045. In this context, the development of human resources with skills aligned to digital and green transformation has been identified as one of its key strategic breakthroughs. Therefore, building a quality, open, flexible, modern, interconnected, and inclusive TVET system is essential to prepare a workforce that meets labour market demands.

 

The Development partnership with the Private Sector “Vocational Training for Green Jobs in Vietnam and Mongolia (DPP Green Jobs)” aims to enhance the vocational training on generating wind and solar energies; and further expand the training offer with new climate and environmentally relevant technologies in the fields of energy management and storage, smart grids, and hydropower, and disseminate to relevant regions in Viet Nam.  The project is implemented jointly by the cooperation partners Thuan Binh Wind Power Joint Stock Company, Festo Didactic SE, Khanh Hoa Technology and Energy College (KTEC), and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Schneider Electric Viet Nam’s participation in the cooperation is in process. Development Partnerships with the Private Sector are supported by the develoPPP.de programme of the German Federal Ministry for Economic Cooperation and Development (BMZ).

 

The program TVET is looking for a qualified and professional candidate to fill the following position:

 

Program Assistant

in TVET Development Partnerships and Renewable Energies 

Duty station: Phan Rang, Viet Nam

Duration: ASAP – 31 December 2027

 

Main responsibilities and tasks:

 

  • Assist to plan, organise and implement capacity development activities and awareness raising measures for energy and TVET sector stakeholders
  • Assist to concept and organise high- and low-level events for TVET and energy stakeholders such as conferences, seminars, workshops, open days, graduation ceremonies, and meetings.
  • Assists to organise and coordinate consultant missions and interpreter assignments.
  • Support to organise study tours and further training for TVET and energy stakeholders abroad.
  • Contribute to concept, design and production of project related marketing and image materials such as promotional videos, photos/posters, articles, newsletters, success stories, etc.
  • Support to monitor, evaluate and document project activities, costs and results. Ensure accurate and complete data and knowledge management.
  • Inquire price offers, prepare cost estimations and other documents for service and procurement processes to GIZ regulations
  • Translate documents and interpret English – Vietnamese – English where required for international GIZ staff and consultants with stakeholders
  • Assist to establish and foster institutionalized cooperation mechanisms with business sector and TVET stakeholders at TVET institutes
  • Support to facilitate private public partnerships and other chances of cooperations amongst TVET institutes, enterprises, sector associations and competent authorities.

 

Minimum requirements:

 

  • Bachelor’s Degree (Bsc/BA), College Diploma or comparable qualification in the area related to the responsibilities and tasks
  • Verified knowledge and skills in common ITC applications such as MS Office, MS Outlook, MS Teams
  • Vietnamese language as a mother tongue, English C1.
  • 3 years’ work experience in the field of human resource development in the vocational training sector and/or in the business sector with comparable responsibilities and tasks
  • 1 year work experience in the Vietnamese TVET system and/or with international training providers
