Through advocacy, research, partnerships, and rescue efforts, we work to address the root causes of animal suffering and create lasting, humane solutions for animals and communities. Operating in Vietnam since 2013, our Hanoi-based office manages four key programs: Disaster Risk Response, Ending Dog and Cat Meat, Farm Animal Protection, and Wildlife.
We are seeking an experienced and motivated Program Consultant to support the implementation of our Ending Dog and Cat Meat Campaign in Vietnam.

Campaign Overview & Scope The campaign is actively operating in Dong Nai and Thai Nguyen through strategic partnerships with provincial governments, local social enterprises, and animal shelters. Building on this momentum, the program is set to expand its interventions into Ho Chi Minh City to establish another critical metropolitan zone free from the companion animal meat trade. The ultimate goal is to eliminate the dog and cat meat supply chain in target areas, raise public awareness, and institutionalize sustainable animal welfare practices. Key interventions include facilitating livelihood conversion for slaughterhouse owners, strengthening intersectoral coordination, executing rescue and facility closure operations, and conducting field surveys.
Position Overview: The Program Consultant will provide vital operational support to the Program Director to ensure the smooth implementation, coordination, and tracking of these diverse programme interventions. This is a consultancy role with a maximum commitment of 12 working days per month.
Key Responsibilities
- Grant & Workplan Tracking: Track milestones, activity deadlines, and ensure compliance for grants and action plans across current and expansion sites.
- Documentation & Asset Management: Maintain an organized digital depository of field data, survey logs, legal agreements, and campaign media assets.
- Event & Field Facilitation: Support the planning and logistics for workshops, government stakeholder meetings, field missions, and rescue/closure operations.
- Translation & Communication: Provide high-quality written translation (English/Vietnamese) for campaign materials and verbal interpretation during meetings.
Desired Qualifications
- Bachelor’s degree in Business Administration, Social Sciences, Communications, or related fields.
- Minimum 5 years of professional experience in project assistance, coordination, or operations (preferably within an INGO or development project in Vietnam).
- Fluency in written and spoken English and Vietnamese.
- Comfortable with occasional travel to project sites, shelters, or provinces within Vietnam as operations dictate.
