Through advocacy, research, partnerships, and rescue efforts, we work to address the root causes of animal suffering and create lasting, humane solutions for animals and communities.

Operating in Vietnam since 2013, our Hanoi-based office manages four key programs: Animal Disaster Response, Ending Dog and Cat Meat, Farm Animal Protection, and Wildlife.

We are seeking an experienced and motivated Program Manager to be responsible for our Ending Dog and Cat Meat Campaign in Vietnam. This is a pivotal role focused on building strong partnerships, influencing policy, and developing and delivering impactful campaign initiatives to end the dog and cat meat trade.

 

Position Overview

The Program Manager will be responsible for all aspects of Humane World for Animals’ campaign in dog and cat meat trade in Vietnam, from strategic planning in coordination with the international team to effective on-the-ground implementation. The role will work closely with central and provincial governments, social enterprises, and shelter partners to deliver a comprehensive and impactful campaign to end the dog and cat meat trade.

 

Key Responsibilities

 

Strategy & Planning

  • Responsible for the development and implementation of Vietnam’s Ending Dog and Cat Meat Campaign in coordination with the international team.
  • Develop project plans aligned with strategic goals, monitor and adapt activities for maximum impact, and prepare regular progress and impact reports for internal, donor, and government audiences.

 

Government Engagement

  • Build strong partnerships with provincial and national authorities, providing technical input on strategies and proposals to phase out the trade.
  • Manage proposals, partnership agreements, and compliance, and organize meetings, workshops, and consultations to achieve campaign goals.

 

Partnerships & Collaboration

  • Work with social enterprises to design impactful initiatives and support partners in meeting compliance and reporting requirements.
  • Collaborate with shelters to ensure rescued animals receive quality care, rehabilitation, and rehoming.

 

Public Awareness & Advocacy

  • Responsible for the development and delivery of awareness campaigns to shift public attitudes and reduce demand for dog and cat meat.
  • Work with media and communications teams to strengthen campaign visibility, develop campaign materials, and engage supporters.

 

Research & Reporting

  • Oversee field research, investigations, and trade closures in coordination with authorities.
  • Maintain clear documentation, contribute to donor and internal reports, and capture success stories to enhance global advocacy and fundraising.

 

Qualifications and Experience

  • Bachelor’s degree in a relevant field (animal health, animal welfare, veterinary, marketing and campaigning, or related discipline) – desirable
  • At least 5 years of experience in advocacy, campaigning, or animal protection preferably in Vietnam.
  • Proven experience working with provincial government partners and national government stakeholders to instigate change.
  • Experience managing multi-stakeholder partnerships to reach campaign goals.
  • Prior involvement in research, investigations, public surveys and/or public awareness campaigns is highly desirable.

 

Skills & Attributes

  • Strong understanding of campaign and advocacy strategies in the Vietnamese context.
  • Excellent organizational and project management skills with attention to detail.
  • Proficient in Microsoft Word, Excel, and
  • Confident communicator with strong written and verbal English and Vietnamese skills.
  • Ability to build trust and collaboration across diverse stakeholder groups.
  • Creative, proactive, and adaptable, with a commitment to animal welfare impact.
  • Willingness to travel domestically and occasionally internationally.
