Programme Officer in Multi-Stakeholder Cooperation

Viet Nam has achieved socio-economic growth over the past decades and is pursuing further economic transformation towards modernisation, industrialisation, and sustainable development. In this context, the development of human resources equipped with competencies that support digital and green transformation has been identified as a key strategic priority. Therefore, establishing a quality, open, flexible, modern, interconnected, and inclusive TVET system is essential to prepare a workforce that meets evolving labour market demands.

 

The “EU-Viet Nam Technical and Vocational Education and Training Programme” (VETVET) is a multi-donor project co-financed by the European Union (EU), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the French Ministry of Europe and Foreign Affairs (MEAE). In partnership with the Ministry of Education and Training (MoET) of Viet Nam, its implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in the frame of the BMZ-commissioned “Programme Reform of Technical and Vocational Education and Training in Viet Nam III” (TVET III) and Expertise France (EF).  The planned duration of TVETIII-VETVET (the GIZ implemented part) is up to five years, with the objective of improving the knowledge and job skills of the labour force for decent employment and entrepreneurship in the context of climate change mitigation, and the green and digital transitions in Viet Nam.The program TVET is looking for a qualified and professional candidate to fill the following positions:

 

Programme Officer in Multi-Stakeholder Cooperation

Duty station: Hanoi, Vietnam

Duration: ASAP for 1 year contract with possible extension

 

Main responsibilities and tasks:

  • Support the implementation, monitoring and documentation of project activities related to capacity development and stakeholder engagement
  • Implement capacity development activities for management agencies, business associations, enterprises, TVET Institutions and other relevant stakeholders on models and mechanisms to improve the cooperation with enterprises. Activities including training, workshops, conferences, dialogues, etc. while promoting innovative, participatory and results-oriented stakeholder engagement approaches
  • Contribute to the implementation and operationalisation of multi-stakeholder cooperation mechanism at macro and meso levels.
  • Facilitate stakeholder consultations, dialogue platforms and partnership-building activities, applying agile, collaborative and evidence-based stakeholder engagement approaches, including co-creation formats and participatory consultation processes where appropriate.
  • Contribute to the preparation of policy recommendations, thematic papers, policy brief, concept notes and other technical documents related to strengthen cooperation mechanism with all stakeholders, especially business engagement in TVET
  • Maintain effective partnership and collaboration activities with MoET/DVCET, TVET Institutions, enterprises, businesses, and national and international relevant stakeholders during the planning and implementation.
  • Develop terms of references for national and international consultants, and plan, coordinate, monitor, and document consultant missions and deliverables
  • Cooperate closely with other components in the project and other projects in GIZ Vietnam and cross countries to ensure synergies, coherence and alignment of the interventions.
  • Contribute to project monitoring, reporting, innovation and knowledge management.
  • Undertake field visits within Viet Nam.

 

Minimum requirements:

  • Master’s Degree in Education, Public Policy, Human Resource Development, Social Sciences, Business Administration or a related field.
  • Additional training or certification in capacity development, stakeholder engagement, partnership development, or project management is an advantage.
  • Minimum 5-7 years of professional experience in stakeholder coordination, partnership development, specifically among government agencies, TVET Institutions and private sector.
  • Understanding the TVET System, skills development is an asset.
  • Strong experience working with private sector.
  • Demonstrated experience in designing and implementing innovative, agile, participatory stakeholder engagement format.
  • Experience in organizing and coordinating trainings, workshops, conferences, dialogue platforms, study visits.
  • Experience in preparation of technical papers, policy briefs, reports, and project documentation is an asset.
  • Prior experience with donor-funded or internationally financed projects.
  • Proven M&E and Knowledge Management experience.
  • Strong coordination, facilitation, communication, and professional networking skills.
  • Ability to work independently and collaboratively in a multicultural environment.
  • Strong analytical, problem-solving and report-writing skills.
  • Fluency in English and Vietnamese, both spoken and written.
  • Proficiency in standard MS Office applications and digital collaboration tools.
