The Integrated Climate and Disaster Risk Management via Digital Risk Information and Finance Solutions Project “D-Risk is a technical cooperation project financed by the German Federal Ministry of Economic Cooperation and Development (BMZ). The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Agriculture and Environment, the Ministry of Finance and the two partner provinces Can Tho and Nghe An. The project´s objective is to improve the institutional conditions for the assessment, selection and use of climate and disaster risk financing solutions to secure critical infrastructures.

 

The project focuses on four working areas:

 

  1. Institutional capacities to assess climate and disaster risks have been strengthened.
  2. Decision-makers have integrated climate and disaster risk assessments for critical infrastructures into decision-making processes.
  3. The regulatory basis for climate- and disaster-resilient protection of critical infrastructures has improved.
  4. Institutional capacities for the selection and application of financial instruments to hedge climate and disaster risks have improved.

 

The Project “D-Risk” is looking for a qualified candidate to fulfill the following position:

 

Programme Officer

on Digitalisation and Disaster Risk Management “D-Risk”              

Duty station: Can Tho, Vietnam

Duration: 1st March 2026 until 31st December 2027 with possible extension

 

Main responsibilities:

 

  • Acting as technical focal point for digitalisation in climate and disaster risk management;
  • Advising the Ministry of Agriculture and Environment, the Ministry of Finance, and provincial authorities on the use of digitalisation including digital applications, tools and databases;
  • Ensuring close and effective cooperation and communication with relevant partners and stakeholders at national and provincial level during the implementation of the activities;
  • Cooperating and advising in a multidisciplinary team working on climate and disaster risk management and financing;
  • Responsible for providing inputs to PR/communication, knowledge management and M&E;
  • Ensuring that the activities are implemented in compliance with GIZ rules and regulations.

 

Minimum requirements

 

  • Master’s degree in Information Technology, Computer Science, Data Management, or Remote Sensing and GIS, Water Management, Disaster Risk Management or related/relevant fields;
  • At least 5 years of professional experience in digital transformation, IT system development, or digital solutions for organisational management;
  • Strong understanding of digital systems, database structuring, and information management platforms;
  • Good knowledge and understanding about disaster risk management and financing in Vietnam, including existing regulatory basis and institutional capacities;
  • Digital affinity and experience in developing and/or applying digital technologies and tools, preferably related to water, disaster risk or financing instruments;
  • Proven-working experience with and having good working relationships with governmental, ministerial, and provincial partners on digitalisation, climate and disaster risk management, public asset management, financing, insurance or related topics;
  • English proficiency;
  • Capability to accompany and supervise multidisciplinary consultant teams;
  • Good teamwork and interpersonal skills;
  • Ability to travel frequently if required.
