Programme Outreach and Communications Officer

The Embassy of Ireland, Hanoi, is seeking a highly motivated, enthusiastic and hardworking person with excellent communication and interpersonal skills to fill a full-time Programme Outreach and Communications Officer position.
The precise range of duties will vary over time according to the needs of the Embassy, but will include the following:
- Work to highlight the Embassy’s Development Programme through social media and content creation, including some graphic design and video creation/commissioning when required;
- Social media management, including monitoring of social media analytics, social media planning, and translation of posts into Vietnamese;
- Media/Press monitoring and liaison;
- Support the administration of the Ireland Fellows Programme (IFP) at the Embassy, including launch, communication with applicants, interviews and selection, and pre-departure briefings, as well as engagement with alumni;
- Initiate, plan and carry out public diplomacy projects, including cultural events;
- Support wider Embassy team on key public diplomacy events over the year, including St. Patrick’s Day activities, European Film Festivals, Study Fairs, etc.;
- Event management, including liaison and logistics in advance of and during events, and postevent report writing;
- Build and maintain a network of contacts with key partners;
- Contribute as part of the wider Embassy team to administration and other work as required;
- Adhere to general office protocol and procedures;
- Carry out other necessary duties as may arise in other functions of the Embassy.
Essential requirements candidates must be able to demonstrate:
- Candidates must have at minimum, an undergraduate degree in a relevant discipline, preferably:
- Communications
- Public Relations
- At least two years relevant professional experience in a similar role;
- Fully fluent in both English and Vietnamese. A language test may be included as part of the selection process;
- Proven ability to build relationships and maintain a network of contacts;
- Strong flexibility, initiative, and efficiency;
- Strong organisational skills, attention to detail, able to work under pressure and to manage multiple tasks;
- Solutions-oriented approach and commitment to delivering results;
- High degree of integrity and trust;
- Excellent interpersonal skills, including being persuasive, dealing effectively with people in external organisations and team work;
- Strong desktop application skills, e.g. Microsoft suite, Adobe, Canva, etc.;
- Experience in social media management.
Desirable Skills and Experience:
- A good understanding of the role of the Embassy of Ireland in Vietnam and of its Development Cooperation programme;
- A good understanding of Irish culture;
- Graphic design skills/video editing skills;
- The successful applicant will work alongside other local employees of the Embassy, and will report directly to the Second Secretary and to other diplomatic staff in the Mission when required. Previous experience working in an Embassy, International Organisation, or other international environment is desirable, but not essential.
Terms and conditions of employment:
- The successful candidate will be hired on an initial fixed term contract. Upon successful completion of this period the appointee may be offered a contract of indefinite duration, subject to Mission requirements and satisfactory performance;
- The place of work will be the Embassy of Ireland in Hanoi. Working hours will be Monday to Friday, 35 hours per week, with standard office hours from 08:30 to 16:30;
- The starting salary for this position will be 15,520.82 USD per annum, paid locally on a monthly basis. This salary will receive annual increments on the relevant pay scale, subject to satisfactory performance. Salaries are paid directly to a bank account, therefore, the successful candidate must have a Vietnamese bank account;
- The position will require occasional out of hours work in the evening/at weekends which will be agreed in advance;
- Annual Leave entitlement for this position will be 20 days per annum;
- The successful appointee, along with any spouse or children, will have the opportunity to join the Embassy of Ireland’s insurance scheme for local staff members.

Selection Process:
- Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential Requirements above.
- It is planned that interviews will be held in person or by video-conference before the end of August 2025.
- A skills test may be included in the recruitment process;
- A second interview may be included in the recruitment process; and A panel may be set up depending on the calibre of candidates.

Security Clearance for Local Staff
Police security clearance will be sought in respect of individuals who come under consideration for appointment.
