- Position: Project Assistant (PA)
- Sub-project: Enhancing Digital Access and Adoption for the Private Sector, Farmers and Ethnic Minority Women in Lao Cai and Son La Provinces
- Duty station: Hanoi with frequent travel to project sites
- Contract duration: 6 months
- Reports to: Project Coordinator (PC)

1. BACKGROUND
- The “Promoting Gender Equality through Women’s Economic Empowerment” Project (Gender Responsive Equitable Agriculture and Tourism – GREAT) is funded by the Australian Government and managed by Cowater International.
- The project aims to increase women’s participation and ensure that women benefit equitably from economic opportunities in agriculture and tourism in the mountainous areas of northern Viet Nam. The project works closely with local authorities, community organizations and the private sector to strengthen women’s skills, access to markets and voice in decision-making.
- Under GREAT, the two-year sub-project (2025–2027), implemented by the iViet–STG consortium, will focus on improving digital access and adoption among the private sector, farmers and ethnic minority women in Lao Cai and Son La provinces.
2. POSITION SUMMARY
- The Project Assistant will support the coordination, implementation and monitoring of activities under the sub-project “Enhancing Digital Access and Adoption for the Private Sector, Farmers and Ethnic Minority Women in Lao Cai and Son La Provinces”.
- The position will work directly with local partners, communities, lead businesses, agricultural farming households, and particularly ethnic minority women, to ensure that activities are implemented effectively, on schedule, and in line with the project’s strategic objectives.
3. KEY RESPONSIBILITIES
3.1. Support Project Planning and Implementation
- Support the Project Coordinator (PC) in developing and updating monthly/quarterly activity plans, work schedules and implementation plans in Son La and Lao Cai.
- Monitor the progress of activities against the plan; update completed, ongoing, delayed or support-needed tasks and promptly report to the PC.
- Support the preparation and organization of project activities, including training sessions, workshops, partner meetings, surveys, assessments, coaching, field visits and community support activities.
- Support logistical arrangements for activities at the local level, including venues, agendas, materials, equipment, participant lists, transportation and other related tasks.
- Coordinate with local partners to confirm schedules, venues, participants and necessary arrangements prior to each activity.
- Support the preparation of activity cost estimates in accordance with approved norms and budgets; monitor actual expenditure and report any issues to the PC.
- Provide direct on-site support when required, including participant registration, programme coordination, support to trainers/experts and handling emerging logistical issues.
- Support the delivery of activities related to access to and use of digital materials, as well as digital skills tests for farming households and women.
- Support tracking of the number of people/households reached, completion of digital content and other relevant indicators as required by the project.
- Perform other tasks related to activity implementation as assigned by the PC.
3.2. Coordination and Engagement with Local Stakeholders
- Support the PC in coordinating with local authorities, community organizations, businesses, cooperatives, farmer groups and other partners in the project areas.
- Contact and confirm information with participants, farming households, ethnic minority women and other target groups before and during activity implementation.
- Track commitments, agreed actions and deadlines with partners; follow up and update the PC on implementation status.
- Record feedback, challenges, support needs and emerging issues from partners/participants, report them to the PC and support the identification of appropriate responses.
3.3. Monitoring, Evaluation, Learning and Data Collection (MEL)
- Support the collection, verification and consolidation of data on activity progress and results in accordance with the project’s MEL framework.
- Monitor output indicators related to the number of participating people/households, women, ethnic minority women and other target groups reached and benefiting from activities.
- Support the collection of participant lists, evaluation forms, test results, photos, videos and other required supporting evidence.
3.4. Reporting and Project Document/Records Management
- Support the preparation of activity reports, post-mission/travel reports, field reports and periodic reports as required by the PC.
- Consolidate information from activities and partners to support internal reporting and donor reporting.
- Support the preparation of tables, presentations, briefing notes and materials for meetings with partners and stakeholders.
- Manage, update and systematically file project records, including plans, agendas, training materials, participant lists, meeting minutes, reports, photos, videos and other supporting evidence.
- Ensure that documentation for each activity is complete and properly filed on time and in accordance with project requirements.
- Support the compilation and filing of documents and evidence required for inspections, MEL, reporting and audits, as requested.
4. QUALIFICATIONS AND REQUIREMENTS
Required:
- Bachelor’s degree in social sciences, agriculture, development studies or a related field.
- At least one year of experience in development project implementation; experience working in rural areas or with ethnic minority communities is preferred.
- Understanding of gender equality and approaches to women’s economic empowerment.
- Ability to work effectively with local-level stakeholders, including government authorities, community organizations and non-governmental organizations.
- Strong organizational, coordination and communication skills.
- Fluency in Vietnamese, with basic English proficiency for writing activity reports.
- Willingness and ability to travel to Son La and Lao Cai.
Preferred:
- Understanding of and ability to apply AI in work.
- Experience working on projects funded by international organizations such as DFAT (Australia), the UN or bilateral agencies.
- Knowledge of inclusive business, sustainable agriculture, market systems development or product value chains.
- Knowledge of local languages and cultures in Lao Cai or Son La provinces.
