The project “Shifting Investment Flows Towards Green Transformation” (SHIFT) is commissioned by the German Federal Ministry of Environment (BMUKN) and is part of Germany’s International Climate Initiative (IKI). It has the objective to improve green policy and investment frameworks for enhanced climate action in Viet Nam, especially in the energy sector. The Ministry of Finance (MOF) is SHIFT’s project management agency, and the Department for Sector Finance and Economics (DSFE) is the project owner.

 

The other political partner the project is the State Bank of Viet Nam (SBV). SHIFT is implemented by a consortium of six partner organizations, with GIZ as consortium lead. The other implementing consortium partners are Agora Energiewende (Agora), Banking Academy of Viet Nam (BAV), International Finance Corporation (IFC), Netherlands Development Organization (SNV) and United Nations Development Programme (UNDP).

 

The SHIFT project is inter-disciplinary and inter-ministerial. It includes 4 interrelated Components: 

 

• Component 1: Provide technical assistance and advice to promote an enabling environment and enhance green public as well as private investment
• Component 2: Enhance the capacity of relevant government agencies to promote financing and investment for the energy transition in Vietnam
• Component 3: Improve the capacity of financial institutions in providing green financial services and implement policies and guidelines on green credit finance
• Component 4: Improve the interest and investment capacity of the private sector in green transformation projects, reducing greenhouse gas emissions

 

The project is looking for a qualified local candidate to fill the following position:

 

Project Assistant

Duty station: Hanoi

Duration: Starting ASAP until July 2028

 

Main responsibilities and tasks:

• The Project Assistant supports the planning, organization and implementation of activities across all four components of the SHIFT project.
• Support technical activities related to green investment and finance, including background research, collection of information and data, and preparation of project inputs and materials.
• Assist to plan and organize workshops, trainings, policy dialogues, consultations and meetings with project partners and stakeholders.
• Assist to organize and coordinate consultant/expert missions and interpreter assignments.
• Support to organize study tours, international exchanges and further training for project partners and stakeholders.
• Support procurement and contracting processes, including preparing cost estimations and required documents in accordance with GIZ rules and procedures.
• Contribute to the preparation of project communication and knowledge materials such as articles, newsletters, presentations, photos, videos and success stories.
• Support to monitor and document project activities, maintain project data and files, ensure accurate and complete data and knowledge management.
• Translate documents and interpret English – Vietnamese where required for project staff, consultants and partners.
• Where appropriate and reasonable, the project assistant will perform tasks outside the scope of the job description

 

Minimum requirements:

• Bachelor’s Degree (Bsc/BA) in economics, finance, public policy or another closely related field.
• Experience in organizing workshops, trainings, meetings and study tours.
• Experience in supporting procurement, contracting and administrative processes.
• Experience in research, data and information collection and preparation of technical inputs.
• Knowledge of green finance, green investment, energy transition or related topics would be an advantage.
• Proven, relevant work experience in the areas of economics, green finance, green investment, climate change or sustainable development.
• Self-driven and pro-active personality, with excellent skills in self-management and communication (written and verbal)
• Excellent language skills in Vietnamese and English, excellent IT skills are a must (e.g. Excel and other MS Office apps)
• Willingness to travel, within Viet Nam and possibly abroad
