Viet Nam aims to achieve climate neutrality by 2050, while Germany targets this goal by 2045. Both plan to accelerate the electrification of transport and industry and increase the use of clean electricity for heating and cooling. Growing power demand – from data centres, related infrastructure, and battery production – will be met mainly by expanding renewable energies. To ensure affordable, sustainable electricity and reach climate goals, Vietnam, Germany and the EU must further expand their power grids and therefore need a sufficient number of skilled workers and managers in the field of high-voltage overhead line construction. Both Vietnam and Europe face acute shortages of specialised technicians and supervisors for high‑voltage overhead line construction and maintenance. To address these challenges, the vocational training for Vietnamese skilled workers and managers in this sector has to be improved according to the needs of Vietnamese and global electricity suppliers, aligned with international standards.
The Develop Partnership Project (DPP) with the private sector “Skills Development for High voltage Overhead Line Technicians to Support the Energy Transition in Vietnam” aims to enhance the employability of Vietnamese trainees and managers in both domestic and international labour markets. It supports the establishment of a German–Vietnamese skills and mobility partnership in the energy sector while contributing to workforce development for the energy transition in Vietnam and Europe. The project is implemented jointly by the cooperation partners Northern Electricity Power College (NPEC), OMEXOM Hochspannung GmbH and potentially two further TVET institutes. Key measures of the DPP are, 1) Promoting local TVET centres as hubs for training and as testing centres for high-voltage overhead line construction technicians, Developing initial and further training programmes aligned with international standards, 3)Training teachers, trainers, trainees and managers through certified programmes, 4) Delivering demand-driven, practice-oriented TVET programmes. 5) Establishing a German-Vietnamese skills partnership for fair and regular labour mobility. Under the framework of this project, selected trainees from the Northern Electricity Power College (NPEC) will receive comprehensive preparation for potential mobility opportunities in Germany, with a particular focus on language, cultural, and workplace integration.
The DPP project is looking for a qualified and professional candidate to fill the following positions:
Project Officer
Duty station: Hanoi, Viet Nam
(GIZ TVET Office & Northern Electricity Power College)
Duration: ASAP until 30.06.2028
Main Responsibilities and tasks:
- Support the preparation of programme activities and monitoring incl. development of operational plans related to the skills partnership between the enterprise and the TVET institutes
- Support the development and implementation of initial and further training modules in the energy sector and capacity building measures based on needs and interest of partners
- Steer mainly the recognition process of foreign certificates with respective German authorities
- Manage German language service provider to ensure the quality and effectiveness of language and intercultural preparation for mobility pathway to Germany
- Contribute to the preparation of policy recommendation, thematic papers, policy briefs and technical documents related to skills partnerships between industry and educational institutions especially when ensuring regular pathways for migration and fair and ethical recruitment practices
- Monitoring and reporting: Track results and progress; contribute to annual and other reports; ensure proper documentation, especially for recognition processes.
- Communication and networking: Provide technical support to team lead and experts; maintain regular dialogue with TVET institute(s), language provider and students; act as focal point; contribute to PR and cooperation with related programmes.
- Knowledge management: Contribute to technical concepts, guidelines and procedures; collect, analyse and disseminate relevant information; upload and maintain documents on agreed GIZ platforms.
Minimum requirements:
- At least 5 years professional experience in the development sector, educational institute or private sector in the energy sector or another sector relevant to the assignment
- Experience in the development sector or international organizations
- Profound knowledge in at least one of the following themes: migration and labour mobility, international recognition of professional qualifications, technical and vocational training system in Vietnam and Germany
- Experience working with industry partners, TVET colleges
- Working experience and knowledge on energy/electricity sector and the high-voltage overhead line construction sector is an advantage
- Fluency in English and Vietnamese language, both spoken and written (minimum requirement)
- Proficiency in the German language at a working level
- Excellent communication and presentation skills (minimum requirement)
- Proficiency in using Microsoft Office (PowerPoint, Word, Excel, Outlook), MS Teams or equivalent open-source packages (minimum requirement)
- Excellent organizational and self-drive skills
- High standards of confidentiality and loyalty
- Reliable, accurate, consistent, persistent and stress resistant
- Independent and proactive working style
- Willingness to travel to different project locations across Vietnam
- Willingness to take up other tasks
