The Vietnamese–German technical cooperation project “Programme Reform of Technical and Vocational Education and Training in Viet Nam III” (TVET III) aims to strengthen the Vietnamese TVET system towards supporting a socially just, green, and digital transformation of the economy (the “Just Twin Transition”). The program is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in cooperation with the Ministry of Education and Training (MoET).
A co-financing contribution from the European Union to the TVET III Programme is currently under preparation within the framework of the Multi-Donor Action “EU-Viet Nam TVET Programme” (VETVET), with contributions from the EU, Germany, and France. The planned duration of VETVET is up to five years, with the objective of improving the knowledge and job skills of the labour force for decent employment and entrepreneurship in the context of climate change mitigation, and the green and digital transitions in Viet Nam.
The program VETVET is looking for an INTERNAL candidate to fill the following position:
Project Officer
in Quality Assurance and Quality Assurance Management
Duty station: Hanoi, Viet Nam
Duration: 01. June 2026 – 30 June 2027 with possible extension
Main responsibilities and tasks:
Strategic and Policy Coordination:
- Coordinate strategic and policy advice activities with Vietnamese and international partners, GIZ teams, and consultants in the field of QA and QAM for TVET at macro and meso levels, including:
- Further developing the TVET Quality Assurance Management System (QAMS) at the national level, including processes and standards.
- Developing standards and processes for training facilities and equipment management.
- Conceptualizing the model for colleges serving as national and regional centers for TVET.
- Preparing policy-level advisory documents, such as policy briefs, reports, and research papers on QA and QAM topics.
Capacity Development:
- Plan, coordinate, and implement capacity development activities to enhance the understanding and implementation of QA and QAM strategies, action plans, and teaching materials for TVET leaders, managers, staff, and teachers.
- Conduct training courses, workshops, conferences, seminars, webinars, and technical exchanges.
Community of Practice (CoP) Development:
- Facilitate the development and operation of Community of Practice (CoP) activities related to greening and QA with TVET partners
Product/Result Dissemination:
- Coordinate the dissemination of products and results such as models, implementation methods, best practices, technical guidelines, online courses/micro-credentials, etc. at both meso and macro levels.
Partnership and Stakeholder Engagement:
- Foster partnerships between international donors, DVCET/VQA (MOET), TVET colleges, enterprises, and associations to strengthen multi-partner engagement in QA and QAM in TVET.
- Organize and coordinate technical working group meetings with colleagues, partner TVET colleges, consultants, and relevant stakeholders.
Monitoring, Evaluation, and Documentation:
- Monitor and evaluate assigned activities, ensuring proper documentation of project results, activities, and costs.
- Ensure appropriate data and knowledge management systems are in place.
Consultant and Procurement Management:
- Develop Terms of Reference (ToR) for national and international consultants.
- Plan, coordinate, monitor, and document consultant missions and their deliverables.
- Inquire about prices, estimate costs, and prepare necessary documents for service and procurement contracts in line with GIZ regulations.
Coordination with GIZ and Other Projects:
- Cooperate with other GIZ TVET components as well as other GIZ projects to ensure alignment and synergy within the broader Programme “Reform of TVET in Viet Nam III” framework.
- Perform other duties as assigned by the direct supervisor.
Minimum requirements:
- Master’s Degree in Education, Quality Assurance, Educational Management, or a closely related field.
- Specialized training or certification in Quality Assurance (QA) and Quality Management (QM), particularly within the context of TVET or higher education.
- 7 years of experience in Quality Assurance (QA) and Quality Management (QM) systems within TVET or higher education settings, including working on educational measurement, benchmarking, and standard setting.
- Experience with accreditation processes for TVET or higher education institutions, including familiarity with national accreditation bodies (e.g., Vietnam’s MOET, VQA) and internationally recognized accrediting organizations (e.g., EQAR, ENQA, ACQUIN, ABET).
- Certified accreditor or demonstrated involvement in accreditation processes, either as an accreditation panel member or through certification from a recognized national or international organization, is an advantage.
- Experience in preparing policy-level advisory documents, such as policy briefs, recommendation papers, research papers, and strategic plans related to QA/QM for TVET or higher education institutions.
- Deep understanding of the Vietnamese TVET system, including national policies, frameworks, and the role of institutions under MOET, like the Department of Continuing and Vocational Education and Training (DCVET) and the Vietnam Educational Quality Management Department (VQA).
- In-depth knowledge of accreditation standards and benchmarking systems for TVET or higher education institutions, and the ability to apply international best practices in the Vietnamese context.
- In-depth understanding of international QA and QM frameworks, including ISO standards, ENQA guidelines, EQAVET, EHEA, ABET, and Vietnam’s national QA regulations.
- Strong understanding of educational measurement techniques, assessment systems, and data-driven approaches to improve quality in TVET or higher education.
- Excellent coordination skills, with a demonstrated ability to work with a variety of stakeholders, including government ministries, international donors, TVET colleges, universities, and private sector partners.
- Strong facilitation skills for delivering training, workshops, seminars, and capacity-building activities for TVET leaders, managers, and educators.
- Proficient user of the English language (both spoken and written)
- Ability to develop and manage Terms of Reference (ToR) for national and international consultants, ensuring high-quality consultancy deliverables and strong project oversight.
- Ability to foster partnerships with national accreditation bodies, international organizations, TVET institutions, and key stakeholders to drive multi-partner engagement in QA and QM initiatives.
- Ability to monitor and evaluate complex QA/QM activities, ensuring effective documentation of outcomes, lessons learned, and best practices.
- Willingness to travel regularly to partner regions and institutions to provide on-the-ground support and ensure quality assurance processes are implemented effectively.
