Project Officer in Transport

 

VACANCY ANNOUNCEMENT

 

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry for Economic Affairs and Energy (BMWE), the German Federal Ministry of Environment, Nature conservation Climate Action and Nuclear Safety (BMUKN), and the European Union, GIZ is working with Viet Nam to achieve environmental, climate-neutral and inclusive development (just transition). Through this, it supports the protection of global public goods such as a clean environment and intact climate. Its priority areas are: 1) Climate change and the environment 2), Energy transition 3) Green economy and vocational education and training. The Climate Policy Unit as part of the Cluster for Environment and Climate provides technical assistance to the Viet Nam government. The Unit works with partner countries to develop regulation and policies to increase energy efficiency in the transport sector and foster the transition to zero emission vehicles. It supports data collection and analysis, technical studies, strategic communication and stakeholder dialogues, among other things. Insights from the various country components are fed into an international learning process.

 

The activity will start from March 2026 to December 2027 (extension possible). It will work with different ministries, agencies, associations, institutes, and private sector on developing supply side regulations that improve the energy efficiency of vehicle fleet. The work will cooperate closely with the partners and the project management team in Germany and Viet Nam.

 

The project is looking for a professional local candidate to fill the following position:

 

Project Officer in Transport

Duty station: Ha Noi

Duration: 01. March 2026 – 31. December 2027

 

Main responsibilities and tasks:

  1. Professional Advisory Services
  • Support the development and implementation of supply-side regulatory frameworks for vehicle efficiency standards and fleet electrification in Vietnam
  • Provide high-level technical and strategic advice to relevant ministries and agencies on vehicle efficiency standards (fuel economy standard); Zero-emission vehicle (ZEV) mandates and targets
  • Coordinate the review and update of existing regulations on vehicle emissions, fuel economy, and other relevant policies
  • Support the development of enforcement mechanisms and compliance monitoring systems
  • Advise on harmonization with international standards (UNECE, CAFE)
  1. Networking and Cooperation
  • Act as coordinator of relevant stakeholders (GIZ, ICCT, UNEP) with political partners
  • Establish and maintain coordination mechanisms between government agencies, private sector, civil society, and development partners
  • Lead regular coordination meetings with relevant ministries and agencies
  • Facilitate public-private dialogue on EV market development and supply chain localizatio
  1. Technical management
  • Develop terms of reference (ToR) for consultants, studies, and technical assistance
  • Supervise the tendering, awarding, and management of subcontracts to:
  • International and national experts
    • Research institutions and consulting firms
    • Training providers
    • Ensure quality control and timely delivery of contracted outputs

 

  1. Project and Knowledge Management
  • Develop and implement capacity development measures for government officials related on supply side regulation
  • Ensure proper documentation of all project activities, events, and outputs

 

Minimum requirements:

  • Master´s degree in a course related to transport; planning optional: specification in a field related to the environment/climate change mitigation, economics and policy;
  • At least 10 years of relevant professional working experience in the field of sustainable transport, particularly in fuel economy and transport mitigation actions topics;
  • Demonstrated advanced professional expertise in climate policy, greenhouse gas accounting, MRV systems, and data collection and management within the transport sector;
  • Profound knowledge of the Vietnamese transport and climate change policy framework, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes;
  • Proven experience working with ministries and government agencies in the transport sector
  • Experience working and collaborating with international organisations in the field of sustainable transport is an advantage.
