Project Officer “PtX Pathways & H2Uppp”

 

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry for Economic Affairs and Energy (BMWE) and the European Union, GIZ is working with Viet Nam to achieve environmental, climate-neutral and inclusive development (just transition). Through this, it supports the protection of global public goods such as a clean environment and intact climate. Vietnam has a very dynamic energy sector and is interested in innovative technology and the experience of the German energy transition. The GIZ Energy Cluster provides comprehensive technical advice on energy transition and is characterized by a diverse range of partners and clients. The cluster includes projects on solar, wind, smart grids, energy efficiency, hydrogen and energy storage.

 

GIZ has been commissioned by the Federal Ministry for Economic Affairs and Energy (BMWE) to implement the International Hydrogen Ramp-up Programme (H2Uppp), and by the Federal Ministry for Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) to implement the PtX Pathways project with a focus on cooperating with private sectors to promote Green Hydrogen (GH2) industry in Vietnam. 

 

Both projects aim to harness the potential of GH2 application and Power-to-X technologies in the industrial sector, specifically in oil and gas sectors by identifying economically viable production opportunities, exploring development pathways, and facilitating the realization of Vietnamese German project concepts and business models.

 

The projects are looking for a qualified professional candidate to join its dynamic team and contribute to the implementation of both projects, supporting Viet Nam’s pathway toward a sustainable and climate-resilient energy future.

 

Project Officer “PtX Pathways & H2Uppp”

Duty station: Hanoi, Viet Nam

Duration: 01st  March 2026 – 31st  December 2027 with possible extension

 

Main responsibilities and tasks:

 

Under the guidance and support of his/ her supervisor, the Project Officer will undertake the following tasks:

 

  • Coordinate and support the implementation of project activities, including technical studies, feasibility analysis, workshops, training sessions, and stakeholder consultation meetings, in collaboration with the project team.
  • Facilitate stakeholder engagement: organize and coordinate technical workshops, regular stakeholder meetings, roundtables bringing together government agencies, state-owned enterprises, private industry, academic institutions, and international & local consultants.
  • Support the management of international and local consultants: assist in developing Terms of Reference (ToR), coordinate selection and tendering, monitor deliverables, ensure quality and compliance with GIZ requirements.
  • Assist in procurement and contract management: prepare tender documents, support contract management, and ensure proper documentation and compliance.
  • Perform project administration and procurement processes, including preparing tender documents, supporting contract management, and coordinating with local and international consultants to ensure high-quality deliverables.
  • Facilitate logistical and operational arrangements for project missions, and expert visits, ensuring effective coordination between GIZ, consultants, and Vietnamese partners.
  • Contribute to project communication and knowledge management by preparing communication materials (e.g., newsletters, reports, blog posts) and supporting documentation for donors and project partners.
  • Conduct desk research and monitoring policy and market developments in the energy and hydrogen sectors, providing regular updates to the project team.
  • Coordinate capacity-building measures for local stakeholders, universities, and relevant institutions.
  • Provide support in project management, monitoring and evaluation (M&E), and reporting, ensuring alignment with GIZ and donor standards.

 

Minimum requirements:

 

  • Bachelor’s degree in a relevant field energy, economics, environment science, engineering or sustainability.
  • Professional experience (3 – 5 years) in the energy, renewable energy, or industrial sectors – preferably within international cooperation or development projects.
  • Solid understanding of Vietnam’s energy landscape, industrial sectors (oil, gas, petrochemical, fertilizer) and relevant policy frameworks.
  • Technical knowledge of at least one of the following areas: oil & gas, green hydrogen, renewable energy supply chain would be an advantage.
  • Strong analytical skills – ability to perform techno-economic assessments, data analysis, and market & policy research.
  • Experience in project coordination and stakeholder management; experience coordinating with both public and private sector partners, state-owned enterprises, and international consultants.
  • Excellent command of Vietnamese and English (both spoken and written). Experience in communication, documentation, and reporting in English.
  • Good communication, interpersonal, and negotiation skills; capable of facilitating multi-stakeholder discussions.
  • Experience in organizing events, coordinating project activities, and managing logistics with multiple stakeholders.
  • Familiarity with Vietnamese public institutions (e.g., ministries, utilities, associations) is an advantage.
  • High level of organization and attention to detail, with the ability to work independently and as part of a team.
  • Good command of ICT and computer applications (MS Office etc.).
