About the position
CARE Vietnam is looking for a Project Operations and Procurement Officer (Coffee Value Chain) to drive innovative, practical solutions for sustainable coffee processing and circular production systems.
The Project Operations and Procurement Officer (2PO) provides operational and procurement support for the Coffee Circle (2C) Project to ensure the effective, timely, and compliant implementation of project activities. The 2PO supports project administration, finance, logistics, and day-to-day operations in accordance with CARE policies, procedures, and donor requirements. The job holder serves as the dedicated procurement focal point for the 2C project by coordinating and implementing procurement activities under the technical supervision of the Procurement Manager. The job holder contributes to efficient and compliant procurement through procurement planning, administration, vendor coordination, contract and payment processing, records management, procurement monitoring and continuous liaison with project stakeholders and suppliers. The 2PO also supports the Procurement Manager by undertaking delegated procurement responsibilities within established authority limits, ensuring effective procurement service delivery. The position is a full-time role based in Hanoi, requiring approximately 30% field travel.
About the project
CAFE-CIRCLE (Circular Solutions for Coffee MSMEs in Son La Province) is a European Union-funded project implemented by CARE France and CARE International in Vietnam, in partnership with the Son La provincial authorities. The project aims to support to the transition towards a more circular, resource-efficient and environmentally sustainable coffee sector in Son La Province by supporting micro, small and medium-sized enterprises (MSMEs) engaged in Arabica coffee processing.
Working with coffee processors, cooperatives, financial institutions and government agencies, the project promotes practical circular economy solutions that reduce wastewater, improve resource efficiency, increase the reuse of coffee by-products and strengthen compliance with evolving environmental regulations and international market requirements.
The project combines technical capacity building, demonstration models, technology transfer, access to green finance and catalytic grants with policy dialogue and market engagement to create an enabling environment for sustainable business transformation. By addressing both technical and financial barriers, CAFE-CIRCLE seeks to improve the competitiveness and resilience of Son La’s Arabica coffee sector while contributing to Vietnam’s Green Growth Strategy, Circular Economy agenda and Net Zero commitments, as well as the European Union’s Green Deal objectives. Over its implementation period, the project is expected to support coffee processing enterprises in adopting circular economy practices, mobilise investment in green technologies, strengthen public-private collaboration, and demonstrate scalable business models that can be replicated across Vietnam’s coffee sector.
Key responsibilities
Project Operation Support
Provide administrative, financial, logistics, monitoring, evaluation and implementation support to ensure the effective, timely and compliant delivery of 2C project activities. Work closely with program teams, partners
and stakeholders to coordinate operations, track progress and contribute to the achievement of project objectives which include but are not limited to the following:
- Coordinates project administration and logistics, including event and workshop arrangements, travel coordination, meeting scheduling, minute taking and project documentation.
- Monitors project implementation progress and follow up on action items in close collaboration with project leads and relevant stakeholders.
- Provides project-related finance support, including preparing advance requests, consultant contracts in compliance with organizational policies, approved budgets and donor requirements.
- Maintains accurate records of project activities, participant attendance and related expenditures, including travel, accommodation and per diem costs.
- Supports Monitoring, Evaluation and Learning (MEL) activities, including data collection, documentation, progress tracking, learning capture, evaluations, research and case study development.
- Participates in field visits and monitoring activities to support project implementation and partner engagement and contribute recommendations for project improvements where appropriate.
- Assists in the planning and implementation of project activities, including capacity-building initiatives, training, workshops, events and campaigns conducted both online and in person.
Procurement Planning and Operations
Support the Team Lead in planning, processing, and monitoring procurement activities for assigned project (2C) in compliance with CARE policies, procedures, and donor requirements including but are not limited to the following:
- Serves as the primary procurement focal point for the 2C project and coordinate end-to-end procurement activities with project staff, partners, and suppliers until the timely delivery of good and services.
- Supports the team lead in developing, maintaining, and monitoring procurement plans for assigned project (2C) in collaboration with Project Managers and Budget Holders and ensuring procurement activities are initiated timely and sufficiently, and implementation risks are proactively managed.
- Supports the Team Lead in reviewing procurement request for completeness and compliance, prepares procurement documentation including bidding documents, Summary Bid Analysis (SBA), supports supplier selection and negotiations, selection memos draft, contracts, and Purchase Orders in PSOFT in compliance with CARE policies and donor requirements.
- Processes procurement-related advances, accruals, payments, and acquittals.
- Maintains complete and accurate procurement files and ensure procurement records, documentation are properly archived in the shared drive and systems, ready for audit and reporting purposes as required.
- Supports the implementation and monitoring of Framework Agreements for assigned procurements and identify opportunities to improve procurement efficiency through existing contractual arrangements.
- Provides operational backup to the Procurement Assistant and other team members as appropriate by undertaking delegated procurement assignments during periods of high workload, leave, or other business continuity needs, within delegated authority.
Procurement Compliance and Vendor Management
- Manages supplier relationships and contributes to supplier performance evaluation and continuous improvement.
- Prepares Vendor Setup forms and coordinates with vendors to obtain required registration
documents.
- Creates and maintain vendor information in the PSOFT system.
- Supports the annual vendor performance review process.
- Supports procurement reporting and other procurement-related administrative tasks as required. Safeguarding, gender & inclusion

- Supports project partners in strengthening safeguarding practices, including contributing technical inputs to capacity strengthening efforts, as required

Contributes to maintaining a safe and secure working environment through awareness, risk identification, and timely reporting in line with organizational procedures.
Qualifications and Experience
Minimum Requirement
- Bachelor’s degree in Business Administration, Logistics, Supply Chain, Finance, Accounting, Economics or related field
- Minimum 3 years of progressive responsible experience in administration, procurement, project and financial support, operations, purchasing or administration.
- Demonstrated strong understanding of procurement processes, policies, and best practices
- Strong interpersonal skills including communication, negotiation, time management and teamwork skills.
- Proficiency in English and Microsoft Office
- Demonstrate ability to learn organizational specific systems in procurement and contracting Desirable:
- Experience working in a development program, donor-funded project or international NGO.
- Experience in supporting, managing end-to-end procurement processes under organizational or donor policies.
- Experience in using acquisition/procurement and contracting application
