About MCD

Centre for Marinelife Conservation and Community Development (MCD) is a non-governmental non-profit science and technology organization established in 2003. From October 2020, MCD became a member of the Vietnam Union of Science and Technology Associations. MCD is working in the field of promoting effective management of coastal & marine natural resources and environment, and improving the development of coastal communities, towards sustainable development in the coastal areas.

MCD has had work experience in many coastal provinces, mobilized resources for and implemented many development projects and science and technology service contracts at different scales, cooperated with domestic and international agencies, organizations and enterprises. MCD development projects, science and technology service contracts integrate the two key themes of (1) Coastal and marine natural resource management, ecosystem conservation, environment protection; and (2) Sustainable livelihoods and coastal community development. MCD also promotes the integration of cross-cutting issues such as gender equality, marine plastic waste reduction, climate change adaptation, and engagement of women, youth and communities.

In order to strengthen its workforce, meet human resources demand for current and future works and enhance the quality of professional activities, and support organizational development, MCD opens recruitment for a senior accountant.

This is an opportunity for candidates with strong professional expertise and knowledge/experience in general accounting under both public-sector accounting regulations and enterprise accounting standards, who are interested in pursuing and developing their careers in a non-governmental science and technology organization and contributing to sustainable development in Vietnam’s coastal areas.

The selected candidate will initially take on the role of MCD Senior Accountant, with the responsibilities described below. After a satisfactory period of employment and upon meeting the relevant requirements under applicable regulations and MCD’s internal requirements, the candidate will be considered for appointment to the position of Chief Accountant.

 

1. Lead the operation of the accounting and financial management system to meet requirements for accounting, reporting, financial settlement, audit, taxes, and fees as required by the governing authority, donors/funding providers, and MCD’s operations:

  • Lead the organization, operation, and control of MCD’s accounting and financial management system, including personnel, regulations, procedures, supporting documents, accounting books, and accounting software, ensuring that all transactions are recorded fully, accurately, and in a timely manner, in compliance with the Law on Accounting, Vietnamese Accounting Standards, applicable accounting regimes for different types of activities, and MCD’s internal financial management regulations.
  • Lead the implementation of MCD’s accounting activities in accordance with the appropriate accounting regime for each type of activity; assign and supervise the work of accounting staff and the cashier; and be responsible for the completeness, validity, and legality of accounting documents and data prior to recording and reporting.
  • Lead the fulfillment of MCD’s tax and fee obligations, including VAT, corporate income tax (CIT), personal income tax (PIT) for MCD personnel, and other applicable taxes and fees, if any; ensure tax declarations and payments are made accurately, on time, and in compliance with applicable laws; and act as the focal point for working with and providing explanations to tax authorities in the event of tax inspections or audits.
  • Lead the preparation of documentation and financial data and directly coordinate with independent audit teams and audits conducted by donors/funding partners during periodic or ad hoc audits; provide and explain accounting data and coordinate the implementation of post-audit recommendations.
  • Lead the preparation and review of, and take responsibility for, MCD’s periodic and ad hoc disbursement reports, financial statements, and financial settlement reports submitted to its supervisory authority, the Vietnam Union of Science and Technology Associations (VUSTA), ensuring compliance with VUSTA’s prescribed formats, requirements, data, and deadlines.
  • Work with banks on matters including receipt and transfer transactions, obtaining bank statements, and other banking transactions as required, in compliance with regulations applicable to MCD.
  • Maintain the cash ledger and reconcile it with the cashier periodically and when necessary; reconcile cash and bank records against monthly bank statements for all MCD accounts.
  • Maintain a thorough understanding of MCD’s financial management regulations and accounting and financial requirements applicable to MCD’s projects and scientific and technological service contracts; provide accounting and financial guidance and support to MCD personnel and partner personnel as necessary, ensuring compliance with applicable laws, MCD’s systems and regulations, requirements of the supervisory authority, and funding partners.
  • Provide accounting data, professional advice, and accounting explanations as required to support reporting requirements for MCD management, funding partners, the supervisory authority, and relevant government agencies.
  • Lead the review and propose updates and adjustments to MCD’s accounting system including procedures, templates, software, authorization levels, and internal controls to ensure compliance with requirements of the supervisory authority, relevant government agencies, funding partners, and changes in MCD’s operating context.
  • Work closely with finance staff and other MCD departments to implement accounting and financial requirements and support MCD’s operations.
  • Proactively provide professional advice to MCD management and project/contract managers when necessary to ensure that accounting activities are implemented accurately, completely, and efficiently.

2. Coordinate administrative and procurement activities

  • Coordinate with the Administration Department in carrying out daily administrative tasks, including logistical support for project/contract activities, management of office supplies, equipment and furniture, operational reporting, and other related activities.
  • Coordinate with the Administration Department to ensure the provision and management of office operational services, including office rental, telephone, internet, information technology, vehicle and equipment rental, accommodation, and employee insurance.
  • Provide guidance and ensure that MCD staff fully comply with MCD’s regulations and procedures on procurement, bidding, and inspection/verification of purchased goods to meet MCD’s operational needs and relevant requirements.
  • Coordinate with MCD staff to select suitable suppliers/service providers and ensure that suppliers are regularly reviewed and selected to maximize cost efficiency.

 

Qualifications and requirements:

  • Bachelor’s degree or higher in the following fields: Finance, Accounting, Auditing
  • At least 5 years of working experience in general accounting; experience as a Senior Accountant or Chief Accountant is an advantage.
  • Have and be committed to obtaining a Chief Accountant Training Certificate in accordance with the regulations of the Ministry of Finance, with a view to being considered for appointment as Chief Accountant when appropriate.
  • Good understanding of legal regulations on taxation, auditing, and accounting and financial regimes applicable to non-governmental science and technology organizations that are members of VUSTA.
  • Proficient in using accounting software compatible with both public-sector administrative accounting and enterprise accounting
  • Demonstrate integrity, carefulness, and accuracy.
  • Good skills in management, overall work coordination, and budget management.
  • Ability to work independently and as part of a team, and to complete assigned tasks within the required timelines.
  • English proficiency and the ability to apply technology to accounting and financial management are preferred.

 

Salary and benefits: The selected candidate will receive competitive salary and benefits corresponding to their qualifications, competencies and experience.

 

Duration: 

Probationary period of sixty (60) days. If the probation is successful, an official labour contract will be offered. The contract term will comply with the provisions of Vietnamese labour law and depends on the personal capacity and the needs of the organization.
