All positions are based in Hanoi, Vietnam, and offer two-year renewable contracts.
(1) Senior Communications Officer
Reports to: ICEM Communications Manager
ICEM seeks a creative Senior Communications Officer to champion conservation and development initiatives across regional, national, and community-based projects throughout Asia and the Pacific.
The role is for a senior specialist to strengthen strategic outreach, knowledge sharing, and partner engagement, and lead high-quality, multi-platform communications products.
Key Responsibilities
1. Strategic Communication & Planning
- Contribute to the development and implementation of strategic communications plans for ICEM projects and institutional priorities.
- Help align the ICEM communications strategies with project MEL frameworks and donor visibility guidelines.
- Identify key audiences and tailor messages and formats accordingly.
2. Content Development & Knowledge Translation
- Produce briefs, stories, infographics, toolkits, and visual storytelling assets.
- Communication contributions to project reports, donor updates, and MEL deliverables.
- Translate technical and scientific findings into compelling, accessible articles for diverse stakeholders.
- Lead editorial processes for English print and digital publications, and review regional language products when required.
3. Institutional Branding & Partnerships
- Strengthen ICEM’s brand identity across communications outputs.
- Support donor and partner communications, ensuring proper visibility and co-branding.
- Represent ICEM in communications forums and donor engagements as required.
4. Capacity Development & Internal Communications
- Provide training and mentoring to ICEM staff and local partners in communications methods and storytelling.
- Strengthen internal knowledge sharing and documentation of best practices.
- Contribute to internal communication materials and ICEM’s staff engagement initiatives.
Qualifications and Experience
Essential:
- Advanced university degree in communications, journalism, environmental sciences, or related field.
- Minimum 8–10 years of progressive experience in communications for international development, environment, or climate sectors.
- Proven ability to design and implement multi-audience communications strategies.
- Excellent English writing and editing skills with an ability to translate technical material into engaging content.
- Demonstrated team coordination skills in multicultural settings.
Desirable:
- Working knowledge of Southeast Asia development and environmental issues.
- A strong commitment to and understanding of conservation and ecological sustainability
- Familiarity with donor communications and branding requirements (e.g., DFAT, USAID, ADB, WB).
- Experience with digital media management, visual storytelling, and production of multi-format content.
- Experience integrating communications with MEL and GEDSI frameworks.
(2) Communications Officer
Reports to: ICEM Communications Manager
The Communications Officer will help plan, create, and share high-quality communications across digital and print channels. Working with technical teams, the officer will support editorial work, social media, content development, project communications, and audience engagement.
Key Responsibilities
1. Content, Design & Knowledge Products
- Draft, edit, and coordinate audience-tailored communications materials, including briefs, reports, newsletters, press releases, blog posts, and social media content.
- Interview staff, experts, and stakeholders to develop human-centred stories and project features.
- Produce visual and knowledge products—figures, diagrams, infographics, and factsheets—that make technical content clear for non-specialists.
- Lay out full publications, including covers, chapter structures, and typography for technical and donor-facing documents.
- Develop video and multimedia content, from concepts and scripts to filming.
- Ensure brand and visual consistency across all materials, products, and platforms.
2. Digital & Media Outreach
- Manage and grow ICEM’s social media presence, including Facebook, LinkedIn, Instagram, and Bluesky.
- Coordinate media engagement, press releases, and journalist outreach for high-profile events and project milestones.
- Manage the creation and management of website content in collaboration with ICEM’s digital team.
- Pilot new content formats (e.g., podcasts, interactive graphics).
- Explore emerging platforms and tools to expand audience reach
- Plan regular, high-quality posts aligned with engagement goals and project timelines.
- Monitor performance metrics and proposed adjustments to improve reach and engagement.
3. Project & Donor Communications Support
- Support donor project communications, including branding, visibility, and dissemination in line with donor guidelines.
- Support communications for workshops, conferences, and events, including banners, signage, and print materials.
- Coordinate the translation and localization of communications materials for multi-country and multilingual projects.
4. Analytics and Reporting
- Prepare annual communications reports on reach, engagement, and impact.
- Analyze website, social media, and newsletter data to inform strategy.
- Maintain and manage a communications dashboard.
Qualifications and Experience
Essential:
- University degree in communications, journalism, environmental sciences, or related field.
- Minimum 5 years of experience in sectors or relevance to ICEM’s work.
- Proven ability to prepare high-quality communications products.
- Advanced familiarity with website content management and multi-media communications
- Strong English writing and editing skills with an ability to translate technical material into engaging content.
Desirable:
- Working knowledge of Southeast Asia development and environmental issues.
- A strong commitment to and understanding of conservation and ecological sustainability
- Experience with visual storytelling, and production of multi-format content.
(3) Graphic Design Specialist
Reports to: ICEM Communications Manager
ICEM seeks a Graphic Digital Design Specialist to create compelling graphics, digital assets, and multimedia content that communicate environmental and conservation work to diverse audiences.
The role will translate complex environmental concepts into accessible visuals that support ICEM’s work on biodiversity restoration, sustainable livelihoods, and ecological management.
Key Responsibilities
- Lead creative development of ICEM’s visual identity and communications products.
- Design reports, covers, posters, training materials, presentations, and figures.
- Create infographics targeting diverse stakeholders as part of the communications for ICEM’s technical projects
- Draft engaging posts for ICEM’s social media channels;
- Work with technical staff to keep the ICEM website updated with project pages, news, and multimedia content.
- Maintaining and updating the ICEM multimedia resource library;
- Contribute to communications strategy, analytics, and dissemination platforms.
Qualifications and Experience
- Post graduate degree in communications, environmental sciences or a related field
- At least 5 years of work experience in communications and graphic design
- Ability to translate complicated concepts into visual formats
- Competence with WordPress CMS or similar system
- Competence with Adobe Suite (Indesign, Illustrator, Photoshop)
- Competence with MS Office Suite
- Experience in using social media platforms
- Good English writing and oral skills
- Creativity, flexibility and ability to take initiative

(4) Senior Communications Officer
ICEM seeks a Vietnamese technical expert as a Senior Program Manager.
Key Responsibilities
- Manage implementation of ICEM’s complex projects, relating to water resources management, ecological health assessments, ecosystem restoration, river basin management, nature-based solutions, and resilient livelihoods.
- Lead in technical design, oversight and monitoring of project activities, ensuring alignment with project objectives, timelines and budgets.
- Lead in consultations and working relations with government agencies in countries of the region, providing technical advice, collaborative management of joint projects, and capacity building support.
- Identify and contribute to capacity building and knowledge management needs in areas such as biodiversity restoration and conservation, field demonstration and survey, and integrated catchment management, and support the organization of capacity building and knowledge dissemination events for Government and non-Government partners.
- Ensure that ICEM projects are executed to the highest technical standards, including providing high-level policy advice, in coordination with the international and national consultants.
- Lead the preparation of technical reports, presentations, training materials, and project knowledge products in English to international standards.
Qualifications and Experience
- Master’s degree or doctorate related to environmental management, ecosystem restoration and ecological sustainability, or related fields
- 15 years of professional experience in water resources management, environmental engineering, natural resource management or related fields;
- Strong demonstrated experience working with government agencies, private sector, NGOs, and community groups
- Demonstrable experience in management and implementation of donor or government funded development projects
- Demonstrable experience in project organization and ability to serve as an effective communicator and negotiator with excellent oral presentation skills in English and Vietnamese
- Experience in project management and results-based management
- Excellent report-writing skills in English with proven technical writing and presentation skills
- Extensive experience working with national and local government agencies in Vietnam and other countries of the region.
