Senior Finance Officer

 

ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia in 1999, ICEM has its regional headquarters in Hanoi and is staffed by full-time international and national technical and administrative personnel.

 

ICEM works in Asia and the Pacific and focuses on climate change, water resources management, disaster risk reduction, renewable energy, environmental assessment, environmental economics, nature based solutions and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools. 

 

ICEM is now seeking to employ a Senior Finance based in Hanoi, Vietnam, on an open-ended contract. The ICEM Senior Finance Officer is responsible for the accounting and financial management of assigned projects. This role entails preparing and recording payment vouchers for project-related expenses, working collaboratively with the Project Coordinator and Project Manager in day-to-day project financial management, and consulting with the Finance Manager and Deputy Finance Manager for guidance and instructions. 

 

Responsibilities

The ICEM Senior Finance Officer is responsible for the following duties:

 

Accounting, Financial Management & Compliance

  • Process day-to-day financial transactions in compliance with ICEM policies, donor requirements and local regulations.
  • Review and verify payment requests and supporting documents for completeness and compliance.
  • Prepare journal entries and maintain accurate and timely financial records into the accounting system
  • Ensure compliance with tax, insurance, and statutory obligations, including timely reporting, declaration and payment of PIT, VAT, VAT refunds and Social Insurance.
  • Liaise with banks and government agencies on relevant financial and administrative matters.

 

Procurement & Contract Review

  • Support procurement processes including review Request for Quotations (RFQ), prepare financial evaluation of quotations received, review evaluation report.
  • Conduct financial review of contracts (consulting, procurement, workshop agreements) for accuracy, deliverables, and compliance.

 

Project Financial Oversight

  • Monitor project budgets and expenditures; identify variances and advise Project Managers and the Finance Manager on budget performance.
  • Review contract with project team members, process payments, and monitor the contract inputs and payment status throughout project implementation.
  • Prepare and review cost estimates for missions, events, and procurement activities.
  • Support project budget forecasting, contract variation and other tasks throughout project cycles.
  • Prepare periodic financial reports for donors for review by the Finance Manager.

 

Audit, Internal Controls and Other Duties

  • Support and coordinate internal and external audit processes, including the timely collection and preparation of documentation.
  • Assist in the implementation and strengthening of ICEM’s internal control systems, financial policies, and procedures.
  • Support development of financial tools, templates to improve financial visibility and decision-making.
  • Support the preparation of budgets for proposals and grant applications.
  • Undertake other duties as may be reasonably assigned by the Director of Operations or the Finance Manager.

 

Qualifications

  • A minimum of bachelor’s degree in accounting and finance
  • At least seven years of professional experience in accounting, finance in international projects (working experience in accountant position of ODA projects is a plus)
  • Advanced proficiency in finance and accounting software
  • In-depth knowledge and experience in accounting, tax and insurance
  • Strong experience in budgeting and contract review
  • Experience in tax refund, tax finalization, project procurement for WB, ADB, FAO funded projects is preferred.
  • Good spoken and written English
  • Proficient use of MS offices and accounting software
  • Ability to work independently and efficiently, with strong teamwork skills
  • Strong analytical skills and results-oriented, honest and meticulous attention to detail
  • Good communication and coordination skills, capable of working closely with program staff and other departments
