Holt Vietnam is currently working in 13 provinces & cities of Da Nang, Dak Lac, Dong Nai, Gia Lai, Ha Noi, Ho Chi Minh, Hue, Khanh Hoa, Lao Cai, Quang Ngai, Quang Tri, Tay Ninh and Vinh Long in the area of child welfare. Services include child nutrition, daycare, education, single mother and family strengthening.
We are looking for highly qualified candidate for a position of Senior Program Manager based in Hanoi to join our program team working in 13 selected provinces.
TITLE: Senior Program Manager

Requirements:
- Post university degree in related field.
- At least 10 years working in the non-profit area of child welfare, Public Health, Program development and/or education.
- Proven experiences in program management, M & E, fund raising and proposal writting, and human resource management.
- Good understanding of the child welfare/social protection system, alternative cares and child-care networks for vunerable children in Vietnam.
- Excellent communication skills, diplomacy and experience working with government officials, communities and a variety of partners and service providers.
- Excellent teamwork skills with multi-disciplinary approach.
- High level of written and spoken English and Vietnamese.
Main responsibilities
To assist First Representative of Holt Vietnam by
- Providing technical support and effectively managing child welfare programs
- Designing and conducting baseline assessments (KPIs) as well as M&E activities to inform and/or improve programs
- Providing strategic inputs in preparing concept papers, program proposals
- Strengthening the capacity of, and supervising program staff
- Partly support in annual budget development for child welfare programs and monitoring program implementation and spending
Scope of work
- Plan and oversee program implementation to ensure high quality of services as well as to achieve annual objectives.
- Coordinate and collaborate with all relevant stakeholders at all levels to ensure that all program activities are carried out efficiently and smoothly.
- Develop tools for baseline assessment (KPIs) and M&E activities, conduct baseline assessments and activities, and make recommendations to improve existing programs and/or to inform new programs.
- Motivate and build capacity for program staff in development and implementation of program activities.
- Take the lead in designing training topics, training curriculum, facilitate training including training of trainers, and provide supportive supervision after the training
- Provide technical support for program staff to design and conduct child nutrition and health researches and to prepare research reports.
- Liaise with donors, government, and local partners to identify and build possibilities for program development and collaboration.
- Participate in fund raising activities by providing strategic inputs to preparee concept papers and program proposals.
- Supervise program staff’s performance and periodically conduct performance evaluation.
- Ensure timely submission of monthly updates, quarterly reports and annual reports, work-plans, successful stories and different kinds of program reports as required.
- Participate in program budget management and deal with financial issues related to program activities.
- Other necessary duties as required by the First Representative of Holt Vietnam.
