Position Profile
AIP Foundation is implementing the “Strengthening Speed Management Systems” project funded by Bloomberg Philanthropies from May 2026 to December 2027 in Vietnam. The project aims to strengthen speed management systems and improve road safety outcomes for vulnerable road users through policy support, implementation pilots, regional knowledge exchange, and institutional coordination.
AIP Foundation seeks to recruit a Senior Project Implementation Consultant to serve as a Vietnam based co-lead supporting coordination and implementation of project activities. The Consultant will work closely with the Senior Program Manager and project team, playing a leading role in day-today coordination, stakeholder engagement, implementation follow-up, and facilitation of project activities in Vietnam.
The Consultant will support implementation across all project objectives, except activities specifically related to powered two-wheeler (PTW) safety and the Regional Technical Exchange Workshop, which are managed separately by other project team members.
Key Responsibilities
The responsibilities listed below are inclusive, but not exhaustive, of the role. It is reasonable to assume that additional tasks will be required, as and when necessary.
1. Project Coordination and Implementation
- Serve as Vietnam-based co-lead for coordination and implementation of project activities;
- Lead day-to-day coordination and facilitation of project implementation activities in Vietnam in close collaboration with the Senior Program Manager and relevant stakeholders;
- Coordinate with government counterparts, provincial authorities, technical partners, consultants, and relevant stakeholders to support effective project implementation;
- Monitor implementation progress, deliverables, timelines, and key action items to support timely delivery of project activities;
- Work closely with the Senior Program Manager and assigned Program Assistant to facilitate implementation and coordination support.
2. Stakeholder Engagement and Government Coordination
- Support stakeholder engagement and follow-up across all project objectives;
- Coordinate with government counterparts and provincial authorities to support policy engagement and implementation planning activities;
- Facilitate consultation and scoping activities related to future project expansion and sustainability planning.
3. Reporting and Documentation
- Support preparation of project updates, meeting minutes, technical documents, implementation reports, and coordination materials;
- Support the organization of meetings, workshops, consultation sessions, field visits, and stakeholder engagement activities;
- Ensure accurate and timely documentation of implementation progress and key decisions.

Note: Activities related to Powered Two-Wheeler (PTW) safety and Motorcycle ABS initiatives will be managed separately by another designated Project Manager. The Regional Technical Exchange Workshop will be led separately by the Senior Program Manager.
Requirements: Qualifications, Experience & Skills
- Bachelor’s degree or higher in public policy, transport, urban planning, public administration, international development, or related fields;
- At least 7 years of experience in project management, stakeholder engagement, or development program implementation;
- Demonstrated experience coordinating with government agencies and development partners in Vietnam;
- Strong stakeholder engagement and implementation management skills;
- Experience supporting workshops, consultations, and multi-stakeholder coordination;
- Strong communication and coordination skills in both Vietnamese and English;
- Experience in road safety, transport, urban development, or public policy projects is strongly preferred.
