The Alluvium Group in the Mekong
The countries of the Lower Mekong Basin (LMB) are facing huge challenges in adapting their populations and economies to a rapidly changing climate. Alluvium takes a science based, ecosystem-focussed and collaborative approach to working with government, private sector and communities to address these challenges. Through this approach we are helping to build a greener and more resilient future for the region.
Alluvium’s work in the LMB is organised across three main programs: integrated water, climate resilience and energy transition. Within these programs, Alluvium is implementing projects across the Mekong region on a range of topics such as water scarcity, climate adaptation, impacts of hydropower development, climate resilient water management, naturebased solutions, river basin planning, water governance and water resources modelling.
We have grown across the region with team members now based in Ho Chi Minh City, Can Tho, Vientiane, Bangkok and Phnom Penh.

About this role
We are looking for a Senior Water Governance specialist to lead our work in the Lower Mekong Basin.
The role will lead water policy and strategy engagement with Government and private sector clients, deliver technical advice, and oversee project delivery of our water management-related projects across the Lower Mekong Basin and more broadly across Southeast Asia.
We are looking for someone who:
- Has more than 10 years’ experience in water governance and / or associated disciplines related to water (river basin management / water resource management / climate change / nature based solutions / environment) in at least one of the following countries: Vietnam, Cambodia, Lao PDR, Thailand.
- Has experience developing and implementing water management policies and/or strategies with Governments and private clients.
- Has a strong network of peers in the water management sector across Mekong countries.
- Has a strong technical grounding in relevant standards & software packages.
- Shares our themes of culture, impact and value; and will reflect this in decision making and project delivery.
Ho Chi Minh City is preferred location (cities such as Hanoi, Bangkok, Vientiane and Phnom Penh will be considered for excellent candidates).
What you will do
- Provide technical input into Alluvium’s international projects with a focus on water resources governance in the countries of the lower Mekong.
- Provide science-based input into a variety of projects spanning governance, policy, strategy, planning, capacity building, quantitative and qualitative analysis, design and data generation.
- Lead proposal development with a focus on water resource governance in the countries of the lower Mekong.
- Project Management for Alluvium’s international projects with a focus on water resources management in the countries of the lower Mekong.
- Participate in business development activities with a focus on water resources management in the lower Mekong countries.
- Develop and/or maintain relationships with key potential and existing clients and partners.
- Support the Alluvium Group’s Research, Knowledge and Insights work focussed on the countries of the lower Mekong.
- Work with the Regional Manager and Technical lead to build a practice and portfolio of work in a water management niche of our business relevant to your skill set.
Skills and Experience
Essential
- PhD or Master’s Degree in relevant field
- Minimum 10 years’ of relevant professional experience in one of the following: hydrology, climate change (water focus), river basin planning and governance or environmental engineering.
- Demonstrated experience advising government counterparts on water policy, river basin planning, or transboundary water governance in at least one LMB country.
- Track record of translating technical evidence into policy reform, regulatory instruments, or institutional strengthening.
- Proven ability to lead proposals and convert relationships into a pipeline of work; including bid strategy, partner negotiation, and technical writing under tight timelines.
- High-quality written and spoken English suitable for ministerial briefings, donor reports, and board-level audiences, with confidence representing the firm at regional fora and to mixed government, donor, private sector, and community audiences.
- Fluency in one of the following languages: Vietnamese, Lao, Khmer, or Thai.
- Established relationships with water sector decision-makers in at least one LMB country, including line ministries, basin organisations, or development partners.
Desirable
- Ability to read the political economy of water reform in the Mekong
- Experience shaping multi-year programs including setting direction, sequencing reform, and managing risk across political cycles.
- Experience leading proposals for DFAT, ADB, World Bank, GIZ, or equivalent; including bid strategy, partner negotiation, and technical writing
- Experience leading complex, multi-country projects with budgets above AUD 1M,
- Active networks across the Mekong water sector (e.g. university partners) and visibility in the sector through publications, conference presence, or sector leadership roles.
- Awareness of relevant international standards and at least one software packages (e.g. HECHMS, HEC-RAS, SWAT, MIKE SHE, ArcGIS/QGIS, eWater Source or other).
