CARE in Vietnam invites suppliers to submit bids for the purpose of establishing a long-term Framework Agreement for Air ticket booking service for the period 2027-2029. The Framework Agreement is expected to be initially signed for a duration of two (02) years; thereafter, subject to satisfactory performance evaluation, the Agreement may be extended for an additional one (01) year.
Applications will be accepted until 09 November 2026 and must be submitted by email only to [email protected] no later than the specified deadline.
Clarifications: Any requests for clarification with the subject line “Clarification No. 3/2026/VNM – air ticket booking service” must be submitted in writing via email no later than 5PM on 02 November 2026.

Mandatory requirement:
- Company Profile: Company introduction, business activities, organizational structure/personnel, years of experience, and relevant services previously provided.
- Bidder’s Declaration: Fully completed as per Form No. 2 attached (signed and stamped).
- Financial Quotation: Quotation submitted in accordance with CARE’s required format (Form No. 3 attached), signed and stamped.
- Business Registration Certificate/Business License (scanned copy with company stamp).
Other requirements:
- Relevant Experience: A list of regular clients or clients who have used the company’s air ticket booking and issuance services within the past three years, including organization names, service periods, and contact details. Experience working with NGOs/INGOs or development projects is preferred.
- Evidence of Experience: At least three (03) contracts, Purchase Orders (POs), invoices, or equivalent documents demonstrating experience in providing air ticket booking and issuance services.
- Service Delivery Capacity: Description of the company’s capacity to provide domestic and international air tickets, including information on booking/ticketing systems, IATA certification, or evidence of partnerships with authorized ticketing agents (if applicable).
- Service Delivery Procedures: Description of procedures for ticket booking, issuance, changes, cancellations, and refunds, including committed response times for each type of request.
- Customer Support: Details of designated contact persons, hotline numbers, service hours, and capacity to handle after-hours or emergency requests.
- Financial Capacity: Audited financial statements (if available), financial statements, or tax returns for the last two (02) years.

CARE tại Việt Nam mời các nhà cung cấp nộp hồ sơ dự thầu nhằm thiết lập Thỏa thuận khung dài hạn cho dịch vụ đặt vé máy bay cho Tổ chức CARE tại Việt Nam trong giai đoạn 2027–2029. Thỏa thuận khung dự kiến được ký kết ban đầu trong thời hạn hai (02) năm và có thể được gia hạn thêm một (01) năm tiếp theo, tùy thuộc vào kết quả đánh giá hiệu suất hoạt động đạt yêu cầu.
Hồ sơ dự thầu chỉ được chấp nhận khi gửi qua email [email protected] (đây là hòm thư duy nhất hợp lệ) và phải được gửi muộn nhất là ngày 09/11/2026.

Hồ sơ dự thầu bao gồm:
Yêu cầu bắt buộc:
- Hồ sơ năng lực công ty: Giới thiệu công ty, lĩnh vực hoạt động, cơ cấu tổ chức/nhân sự, số năm kinh nghiệm và các dịch vụ liên quan đã thực hiện.
- Cam kết của nhà thầu: Điền đầy đủ Mẫu số 2 đính kèm, có ký tên và đóng dấu.
- Báo giá: Lập theo Mẫu số 3 của CARE, có ký tên và đóng dấu.
- Giấy chứng nhận đăng ký doanh nghiệp/giấy phép kinh doanh: Bản scan có đóng dấu công ty.
Yêu cầu khác:
- Kinh nghiệm liên quan: Danh sách khách hàng thường xuyên hoặc khách hàng đã sử dụng dịch vụ vé máy bay trong 03 năm gần nhất, bao gồm tên tổ chức, thời gian cung cấp dịch vụ và thông tin liên hệ. Ưu tiên kinh nghiệm làm việc với NGO/INGO hoặc các dự án phát triển.
- Bằng chứng kinh nghiệm: Cung cấp tối thiểu 03 hợp đồng, đơn đặt hàng (PO), hóa đơn hoặc tài liệu tương đương chứng minh kinh nghiệm cung cấp dịch vụ vé máy bay.
- Năng lực cung ứng: Thuyết minh khả năng cung cấp vé máy bay nội địa và quốc tế; thông tin về hệ thống đặt/xuất vé, chứng nhận IATA hoặc bằng chứng về đối tác xuất vé (nếu có).
- Quy trình cung cấp dịch vụ: Mô tả quy trình đặt vé, xuất vé, đổi vé, hủy/hoàn vé và thời gian phản hồi cam kết cho từng loại yêu cầu.
- Hỗ trợ khách hàng: Thông tin nhân sự đầu mối, số hotline, thời gian hỗ trợ và khả năng xử lý các yêu cầu ngoài giờ hoặc trường hợp khẩn cấp.
- Năng lực tài chính: Báo cáo tài chính đã kiểm toán (nếu có), báo cáo tài chính hoặc tờ khai thuế của 02 năm gần nhất.
