TITLE: Technical Advisor, Support to End Tuberculosis (SET) Project
REPORTS TO: Chief of Party, Support to End Tuberculosis project
LOCATION: Hanoi, Vietnam
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, health system strengthening, maternal and child health and nutrition, and global health security.
Among FHI 360’s implementing projects, the Support to End TB Project (SET) in Vietnam is a seven-year project funded by the U.S. Government (USG). The project’s goal is to support the Government of Vietnam (GVN) to successfully detect, treat and prevent TB at all levels of the health system to ensure patients receive high quality, decentralized care without suffering catastrophic costs.
Position Description:
The TB Technical Advisor (TB TA) reports to the SET Chief of Party and serves as key technical resource for FHI 360 Vietnam and the SET project. The role supports effective and sustainable TB programming through close collaboration with the National TB Programme (NTP), provincial authorities and other partners. Key areas of focus include provincial implementation, use of data for continuous quality improvement, development and updating of national TB guidelines and policies, and transition of technical and financial ownership to the GVN, including through Social Health Insurance (SHI) and domestic financing and resources. The TB TA also supports the adoption and coordination of high-impact approaches and innovations in TB control and prevention activities.
Key Responsibilities:
Technical leadership and advancement of sustainable TB service delivery:
- Serve as a key technical resource in coordinating and advancing high-quality and sustainable TB services for SET/FHI 360 at national level and in project-supported provinces
- Lead and coordinate technical oversight across the TB service cascade, with focus on national and provincial and primary-level implementation, quality of services, and achievement of case finding and treatment targets
- Provides technical guidance on the implementation of national guidelines, diagnostic and treatment algorithms, standard operating procedures, and new approaches
- Ensure project implementation remains aligned with emerging evidence, international best practices, and innovations in TB prevenetion and care
- Collaborate with the NTP, MOH related departments and provincial health authorities and other stakeholders to assess and pilot new approaches and support their translation into national policy, guidelines, and scale-up process.
Strengthening technical capacity in TB system:
- Develop and contribute to technical guidelines, protocols, training materials, and other tools as needed, and provide capacity building to local staff and counterparts to strengthen their ability to manage and continuously improve TB services
- Provide technical support to the central and local health authorities to strengthen the quality of TB services, including active case finding, intensified case finding and other initiatives
- Lead continuous quality improvement (CQI) support and promote the routine use of programme data to identify gaps, improve the quality of service, and support achievement of project targets
- Transfers skills and technical knowledge to build the capacities of local staff, and other counterparts to achieve high-quality TB programs and continuously improve TB services.
Program coordination, planning, management and representation.
- Lead technical coordination with the NTP and priority provinces, including development and implementation of provincial subcontracts and related scopes of work
- Support the leadership and contribution to annual work planning and development of project technical documents, SOPs, training materials, and other key deliverables
- Coordinate local technical support based on programme needs and emerging priorities
- Support development of sub-awards, subcontracts, consulting agreements, and other contractual or procurement mechanisms in compliance with FHI 360 and donor requirements
- Facilitate the engagement with the donor, national and provincial stakeholders to review implementation, share lessons, and agree on follow-up actions
- Provide technical supervision and support to project staff to ensure TB deliverables are completed with appropriate quality and within agreed timelines.
- Prepare and deliver technical reports/presentations to the donor upon request
- Represent the project and organization to external entities at professional meetings and conferences as assigned
Experience and abilities for the position:
- Medical doctor or Master of Public Health, Health Administration, Management, Social Work or a relevant field of study; masters preferred.
- Typically requires a minimum of 10 years with project management experience and at least 5 years of professional experience in TB control programs, TB treatment, HIV/TB sustainability in Vietnam.
- Prior experience in managing and implementing high-volume USG-funded and other donor-funded projects in complex settings, with specific experience working with Vietnam government counterparts, international donors, and local organizations to strengthen the health sector.
- Strong ability to build and maintain effective relationships with donors, government agencies, and key stakeholders, and serve as a trusted technical resource
- Profound knowledge of the Vietnam health systems and related laws in health sector.
- Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
- Excellent oral and written communication skills in Vietnamese and English.
