FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security (GHS).

 

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Specialist, Private Sector and Community Engagement, based in Hanoi.

 

Main responsibilities:

 

The Technical Specialist serves as a key technical focal point with two primary areas of focus: (1) supporting private and community engagement, and (2) providing comprehensive technical support to the Vietnam Administration of Disease Prevention (VADP) and the Ministry of Health (MOH) in areas related to HIV and long-acting Lenacapavir (LEN) technical implementation.

The role involves coordinating delivery through public and private-sector channels, ensuring sustainable and equitable access across different client segments, including subsidized populations and self-paying clients. This position coordinates the design of differentiated service delivery models, the development of comprehensive technical guidelines, and the implementation of pilot programs. Additionally, the Specialist plays a crucial role in shaping the market for commercial LEN, engaging community networks, establishing robust monitoring systems, and ensuring that LEN introduction plans align with the Universal Health Coverage (UHC) framework and the National Target Program for long-term sustainability.

 

The position takes an active role in supporting VADP and MOH in the following areas:

 

  • Finalize and secure official insurance of National Guideline on HIV treatment and prevention, including incorporating LEN for PrEP. Support the design of a multi-stakeholder allocation roadmap for donated LEN supplies.
  • Align LEN introduction with national HIV strategies. Integrate LEN models to meet the National Strategy to End AIDS by 2030 and ensure embedding into the National Target Program on Health, Population and Development within the UHC framework.
  • Develop a comprehensive technical package, including SOPs, clinical protocols, eligibility screening, client management algorithms, pharmacovigilance procedures, job aids, and workflows for LEN implementation.
  • Develop technical training materials and conduct training for healthcare workers, pharmacists, and community providers on HIV treatment guidelines updates, LEN administration, counseling, adherence, adverse event monitoring, and cold chain management.
  • Provide on-site mentoring, coaching and document best practice
  • Support VADP in the establishment of M&E reporting tools to track uptake, adherence, switching patterns, safety signals, and programmatic outcomes for HIV treatment and LEN.
  • Design differentiated delivery models tailored for public OPCs and private/KP-led clinics. Evaluate and select private healthcare networks (pharmacy/vaccination chains). Develop standardized site assessment criteria for LEN implementation.
  • Actively involve community-based organizations (CBOs) and key population (KP) networks early in the design, rollout, and monitoring phases. Facilitate regular community feedback mechanisms to monitor client-centered approaches.
  • Lead private sector engagement for early market shaping for commercial LEN among targeted clients with ability to pay. Monitor Market Authorization (MA) pathways, engage in strategic discussions with Gilead and local distributors, and conduct market segmentation analysis.
  • Partner with community networks to design targeted communication messaging aimed at younger demographics and high-risk groups. Identify effective channels and address misconceptions regarding long-acting HIV prevention options.
  • Other tasks as assigned.

 

Experience and abilities for the position:

 

  • Advanced Degree or its international equivalent in medicine, public health, project management, public administration, or relevant field.
  • Minimum of 5-7 years of experience in public health, HIV program design, biomedical service delivery, and service delivery model development.
  • Demonstrated expertise in health systems strengthening, developing national guidelines for HIV treatment/prevention, policy development, market shaping, and health financing strategies to support self-reliant health programming.
  • Experience working with International NGOs and the Government of Vietnam (MOH, VADP) to provide technical support, operationalize health programs and align with National Target Programs.
  • Strong experience engaging with Key Populations (KPs), Community-Based Organizations (CBOs), and managing public-private partnerships.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Proficiency in MS Office package (Excel, Word, PowerPoint, etc.).
  • Ability to travel for site assessments and mentoring as necessary.
