Consultant to develop training materials and provide training on resource-conserving production organization methods for Rice and Coffee cooperatives

 

DGRV’s project in Asia, supported by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to achieve economic inclusion for all people through a sustainable cooperative system. To achieve this goal, the project focuses on three main pillars:

  • Strong cooperatives in countries will be a solid foundation to ensure economic development.
  • Safe and sustainable development mechanism is enhanced in the cooperative system.
  • Knowledge of cooperatives, along with the corresponding training and education system, is consolidated and enhanced.

In Vietnam, DGRV supports the development and transformation of the cooperative sector by sharing expertise on cooperatives and providing technical assistance through short- and long-term consultations at the macro (Ministries and Departments), meso (Vietnam and provincial cooperative alliances), and micro (cooperatives) levels. From 2025, DGRV and its local partners have been focusing on promoting cooperatives and their members as effective promoters of sustainable rural development through activities aimed at raising awareness of resource-conserving production organization methods in agriculture.

To achieve the objectives, DGRV needs to engage a consulting firm to coordinate with project staff to develop two sets of training materials on resource-conserving production organization methods (resources include: labor, finance, input materials, etc.) for rice and coffee cooperatives, with the following requirements:

I. Beneficiary groups of the training material

The primary users of the training materials are cooperatives in the rice and coffee production sectors. Each set of materials should be designed specifically for each cooperative group:

  • Rice cooperatives in the Mekong Delta of Vietnam
  • Coffee cooperatives in the Central Highlands and Southeast regions.

II. Main content of training materials

Training documents must be carefully compiled and condensed to support training courses, which typically last 2-3 days. Content should emphasize the role of cooperatives in organizing resource-conserving production (including production organization methods, application of science and technology, innovation, efficient production methods, experience in mobilizing members), economic efficiency, and benefits to members from applying resource-conserving production methods. Key content (not limited to) for each set includes:

1. Steps to organize production promoting resource-conserving practices for cooperatives:

  • Determining the goals and scale of service provision/production;
  • Developing detailed plans;
  • Organizing resources;
  • Delivering services/producing goods;
  • Monitoring, checking, and evaluating;
  • Providing/distributing services or products.

2. Tools to develop effective organizational plans according to the above steps.

3. Case Studies:

  • Each document requires distinctive case studies for every commodity.
  • Use a single case study throughout to illustrate the practical implementation of the production steps outlined in Section 1.

4. Compilation of resource-conserving production methods in Vietnam and worldwide (including both organizational and technical methods).

III. Requirements for the consulting service

Consultants must meet the following criteria:

  • Fundamental understanding of the nature, principles, business models, and structure of agricultural cooperatives;
  • Having solid knowledge of resource-conserving production organization methods for cooperatives;
  • Having a deep understanding of agricultural economics, agricultural ecosystems, environmental issues related to agricultural production, processing, and challenges that the rice and coffee industries are facing;
  • Having experience in projects on sustainable agriculture, resource-conserving production, especially projects related to rice and coffee;
  • Having experience in developing training materials, technical guidelines for farmers, or related groups;
  • Ability to collect, analyse, and synthesize information from various sources, including scientific research and production practices;
  • Master state policies and regulations related to sustainable agriculture and resource-conserving production;
  • Ability to write scientific and professional documents in a clear, concise, and easy-to-understand way;
  • Having experience in conducting technical training on production methods for farmers and related groups;
  • Priority is given to candidates with experience working on projects in the field of cooperative development.

IV. Deliverables

  1. Two training documents on resource-conserving production for cooperatives in rice and coffee sectors.
  2. Presentations and implementation of at least two training sessions for cooperatives in the project area.
  3. Training report.

V. Timeline

  1. Completion and submission of training materials for review process: November 20, 2025.
  2. Conduct training sessions: December 2025 and/or QI of 2026.

Proposal (in Vietnamese and English) is required to include the following documents:

  • Competency profile of the consultant and related experience
  • Technical methods to achieve assigned goals and deliver expected results promptly
  • Implementation plan related to development of training materials
  • Financial proposal
