Lutheran World Relief (LWR), which is part of Corus International, is seeking to recruit the following position for a 11 months project that is designed to strengthen disaster preparedness, governance, and resilience in Vietnams most vulnerable provinces. The program will run across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.
PROJECT MANAGER – HEALTH AND DISASTER RISK REDUCTION – (job Id:4218406)
Reporting to the Chief of Party (COP), the Project Manager will work with the provincial governments and selected communities in northern, central and southern Vietnam to manage the RISE project which aims at strengthening institutional systems and coordination mechanisms across federal, provincial, and local levels. S/he should have strong experience in networking, strengthening government DRR and Health systems.
Roles & Responsibilities
Program Management:
1. Policy and Institutional Strengthening
- Review existing DRR and Humanitarian Assistance (HA) policies, strategies, and frameworks and the institutional set up for implementation of the policies (provincial, and local).
- Identify institutional gaps regarding functionality of the provincial government and recommend reforms to align with the Sendai Framework and Viet Nam’s Disaster Risk Reduction and Management Act.
2. Capacity Development
- Design and deliver tailored training modules for government officials, LWR staff, and humanitarian partners.
- Build skills in risk-informed planning, budgeting, monitoring, and evaluation.
- Strengthen capacities for emergency preparedness, rapid response coordination, and recovery planning.
- Promote Gender Equality, Disability, and Social Inclusion (GEDSI) mainstreaming in DRR/HA programming.
3. Coordination and Partnership Building
- Facilitate multi-stakeholder dialogues between ministries, provincial/local governments, humanitarian clusters, and civil society.
- Strengthen coordination mechanisms between GVN provincial disaster management committees, and municipalities.
4. Systems and Tools Development
- Support design and rollout of digital platforms for disaster preparedness, early warning, and response coordination.
- Develop templates and tools for risk assessments, contingency planning, and resource mapping.
5. Knowledge Management and Learning
- Document lessons learned, case studies, and best practices from LWR Viet Nam’s DRR/HA programming.
- Produce knowledge products (policy briefs, training manuals, toolkits) for government and donor dissemination.
Education & Experience:
The ideal candidate should have a bachelor’s degree in Public Health, Business Administration, or a related field with at least 5 years’ progressive experience in designing, managing, implementing, and monitoring the DRR, health preparedness, emergency and humanitarian response related projects. Experience working with local-based NGOs and community organizations is preferred.
S/he should have excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing in English. Viet Nami language fluency required. S/he should have ability to work effectively both independently and as part of a team. In addition, the candidate should have proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint.
