Senior Technical Officer, Care and Treatment

 

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services, to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; COVID-19; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.

 

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to temporarily serve as a (Senior) Technical Officer, Care and Treatment, based in Hanoi or Ho Chi Minh City until September 30, 2025.

 

Main responsibilities:

 

  • Be responsible for ensuring the delivery of high-quality HIV treatment services, including treatment linkage, adherence and continuity as well as prevention and treatment of common opportunistic infection including tuberculosis and advanced HIV diseases.
  • Provide technical assistance in coordinating care and treatment efforts to address the need of PLHIV, key populations, doctors, health providers in alignment with the EpiC priorities.
  • Work with government and relevant stakeholders to ensure clients in treatment receive sufficient support for adherence and continuity of care.
  • Coordinate closely with key stakeholders to ensure strong linkages and effective processes are in place for integrated programming. This includes maintaining timely and effective communication, keeping stakeholders well-informed, identifying and implementing necessary changes to uphold high quality programing.
  • Collaborate with other staff in planning, monitoring quality and support implementing agencies to comply with guidelines and FHI 360 contract and grants management systems.
  • Establish and maintain collaborative relationships with donors, governments and other partners to ensure successful implementation, project goals achievement.
  • Participate actively in continuous quality improvement (CQI) and provide technical and coordination support to the provincial response team in the designated provinces. Collaborate with team members to identify and address the performance gaps, ensuring effective and responsive program implementation.

 

Experience and abilities for the position:

  • Medical doctor or advanced degree in public health.
  • Experience working in HIV/AIDS field, specifically in care and treatment and knowledge of the Vietnamese health system.
  • Experience working with international NGOs and the Government of Vietnam to improve health outcomes. Experience working on U.S. Government-funded projects is an advantage.
  • Excellent written and oral communication skills in English and Vietnamese.
  • Proficiency in MS Office package (Word, Excel, and PowerPoint, etc.).
  • Ability to travel as necessary.
