Context:
The EU – Viet Nam Sustainable Energy Transition Programme (SETP) of EUR 142 million for the period 2022–2027 is funded by the EU. Through SETP, the EU and the Government of Viet Nam (GoV) are working together to boost the sustainable energy transition in Viet Nam, aiming at achieving Viet Nam’s Net Zero goals by 2050, in line with the Paris Agreement.
SETP consists of a budget support component and four complementary support projects, including the EU – Viet Nam Sustainable Energy Transition Facility (EVSETF). EVSETF focuses on providing demand-driven expertise and capacity development in renewable energy (RE), energy efficiency (EE), and energy information systems through technology and knowledge transfer, policy advisory, regulatory frameworks, power market analysis, and energy planning. EVSETF also supports the disbursement of budget support under the SETP and the Secretariat of the Viet Nam Energy Partnership Group (VEPG).
The EVSET Facility oversees the Communication and Visibility (C&V) activities for SETP and support in Viet Nam’s energy sector. As part of these activities, the EVSET Facility is implementing the Sustainable Energy Transition Youth Communication Competition — a national youth-led communication competition that engages Vietnamese youth aged between 18 and 25 to design and implement their own online campaigns on sustainable energy transition. By leveraging youth creativity and digital platforms, the initiative enables wider outreach, fosters peer-to-peer awareness & engagement, and strengthens public ownership of Viet Nam’s Net Zero 2050 commitment, while showcasing the tangible impact of SETP and EU–Team Europe support.
The Technical Mentor provides advisory support to selected teams. Final review and approval of any externally published campaign content and visuals remain the responsibility of the EVSET Facility and the EU Delegation (EUD), in line with agreed communication governance and visibility procedures
Scope of Work
The Technical Mentor will be responsible for the following tasks, grouped by competition phase:
- Prior to the Briefing Event, meet with the EVSET Facility SETYCC focal point to align on the mentoring approach, session content, logistics, and key “do’s and don’ts” for public communication
- Participate in the one-day Briefing Event for selected teams in Ha Noi, delivering a session on Viet Nam’s energy transition landscape, relevant policies (e.g., Power Development Plan VIII, Net Zero 2050 commitment, NDC…), and key technical themes including renewable energy, energy efficiency, and just energy transition.
- Meet with each assigned team (online or in person) to review their initial campaign concept notes and provide feedback on technical accuracy, relevance, and alignment with SETP’s thematic priorities.
- Review teams’ draft campaign content plan prior to submission to the EVSET Facility and the EU Delegation for review and approval, focusing on technical accuracy, clarity, and factual correctness.
- Guide teams in refining and finalizing content and messages to incorporate feedback and comments from the EVSET facility and/or EU Delegation where applicable.
- Coordinate closely with the Communication Mentor assigned to each team to ensure campaign messages are accurate, youth-friendly, and engaging.
- Respond promptly to ad-hoc technical queries from assigned teams, serving as the primary technical resource throughout the campaign implementation refinement, finalization, and approval process.
- Respond to team technical queries within 24 hours or less on working days, subject to prior agreement on availability and workload.
- Provide last-minute technical guidance to teams before they pitch
- Serve as a technical resource for the jury board at the Award Ceremony event to provide clarifications for technical content where applicable.
- Submit a final mentoring report to EVSET summarizing the technical quality of teams’ work, key challenges encountered, and overall observations, as well as recommendations for future competitions.
Qualification Requirements
Compulsory Requirements:
- Advanced degree (Master’s or higher) in economics, business, energy engineering, environmental science, climate policy, or a closely related field (equivalent professional qualifications may be considered).
- Minimum of 5 years of professional experience in the energy sector in Viet Nam, including practical experience in renewable energy, energy efficiency, and/or clean energy policy.
- Minimum of 3 years of demonstrated mentoring or coaching or advising experience within relevant domains, including but not limited to climate change, environmental studies, or energy systems.
- Demonstrated knowledge of Viet Nam’s national energy policies and strategies, including the Power Development Plan (PDP VIII), the National Energy Master Plan, Renewable Energy Development Strategy (REDS), and the Net Zero 2050 commitment.
- Solid understanding of international frameworks relevant to Viet Nam’s energy transition, such as the Paris Agreement, JETP, and EU–Viet Nam energy cooperation.
- Ability to communicate technical concepts clearly to non-technical audiences.
Desirable Requirements
- Strong presentation and facilitation skills, especially in interactive or training settings.
- Previous experience working with international organisations, development projects, or multi-stakeholder initiatives.
- Experience working with young people or early-career professionals in relevant fields is considered an advantage.
