The 3rd Call for Technical Assistance (CfTA3)

The EU is supporting Vietnam with the implementation of the EU – Viet Nam Sustainable Energy Transition Programme (SETP) from 2022 to 2027. The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is part of SETP, and in support of the objectives of SETP, the EVSET Facility is pleased to issue its 3rd Call for Technical Assistance (CfTA3).

Under Component 2 of the EVSET Facility, we are pleased to announce the third Call for Technical Assistance Proposals (hereinafter referred to as CfTA3). CfTA3 aims to identify and select technical assistance needs from eligible agencies and organisations in accordance with the applicable eligibility criteria. Further details are as follows:

ELIGIBILITY

  • All non-MOIT Ministries and public institutions at both central and provincial levels, including their subsidiary institutions.
  • Academic and research institutions, and social and professional organizations.
  • MOIT’s public service units such as universities and research institutes.

THEME

The CfTA3 focuses on three fields including Energy Efficiency, Renewable Energy, and Viet Nam Energy Information System (VEIS). Concept Notes may address one of these areas or combine two or more areas.

SUPPORT TO BE PROVIDED

The Facility will provide up to 125 (indicative) chargeable working days of Expertise and up to EUR 30,000 incidental cost per eligible TA.

OPENING AND CLOSING DATES

This Call for Technical Assistance is open from 06 January 2026 and closes on 3 March 2026 at 23h59 (Vietnam time).

Based on the above information, the EVSET Facility respectfully invites eligible agencies, units, and organisations to express their interest and submit technical assistance Concept notes under CfTA3 of the SETP Programme.

INFORMATION SESSION

A hybrid information session will take place on 27 January 2026 for all interested and eligible parties. At the information session, the CfTA3 guidelines will be explained, eligible parties will be shown the steps that need to be undertaken in the application process and any questions that parties may have will be answered on the day or soon after through CfTA3 section on the SETP website.

BACKGROUND

The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. This joint programme re-affirms the EU’s close cooperation and long-term commitment to Viet Nam’s goal of clean energy transition to meet the country’s target of net zero emissions by 2050.

The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027. It follows the success of the EU – Viet Nam Energy Sector Policy Support Program, a EUR 108 million grant by the EU for Viet Nam implemented from 2018 to 2021.

The SETP will contribute to supporting Viet Nam to accelerate its sustainable energy transition with three ultimate goals: improved energy efficiency, a larger share of renewable energy in the energy mix, and enhanced performance of the Viet Nam Energy Information System (VEIS).

As one of the four complementary measures, the EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) will provide complementary support to the SETP and the EU support to the energy sector in Viet Nam. The Facility is implemented by a Stantec-led Consortium including the Centre for Energy Environment Resources Development Foundation (CEERD), Thailand, the Denmark Energy Management (DEM), Denmark and the Netherlands Development Organisation (SNV), Netherlands.
